Job Description
The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.
The Senior Director of Contract Development will provide executive leadership and oversight of DYCD’s contract development functions within the Bureau of Budget and Finance. Reporting to the Assistant Commissioner of Financial Strategy and Operations, the Senior Director will manage the end-to-end contract development process to ensure timely, compliant, and effective execution of contracts with community-based providers.
The Senior Director will also oversee contract development, staff management, data analysis, and system reconciliation to promote accuracy, efficiency, and accountability across the unit. The role requires strategic leadership, strong knowledge of contracting policies and procedures, and the ability to collaborate across program, legal, fiscal, and technology units to streamline operations and strengthen organizational performance.
Key Responsibilities
- Lead, supervise, and develop staff within the Contract Development Unit, fostering a high-performing, collaborative, and accountable work environment.
- Manage the contract development team, overseeing preparation of DYCD’s human service contracts excluding Discretionary contracts.
- Oversee contract development, data analysis, and system reconciliation functions to ensure accuracy, compliance, and timely reporting.
- Coordinate with legal, audit, and fiscal units to resolve complex contract and procurement issues.
- Monitor workload, staff performance, and unit outcomes to ensure timely contract execution and effective service delivery.
- Develop and implement process improvements to streamline contract development, reduce delays, and enhance transparency.
- Collaborate with program divisions to align contracts with agency priorities, scopes of work, and funding strategies to address community needs.
- Provide technical guidance and training to staff and program partners on contract policies, procedures, and best practices.
- Represent DYCD in meetings with oversight agencies, providers, and stakeholders regarding contract development and compliance.

Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
