Leap Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About The Position

The Senior TB Advisor will support the National TB Program in carrying out life-saving humanitarian assistance (LHA) in full alignment with the new Presidential Executive Order (EO) directives.  The Adviser will focus on technical support for direct service delivery with a special emphasis on detecting and treating tuberculosis, including drug resistant tuberculosis in children and adults.

The Senior TB Advisor will support the National TB Program (NTP) for the effective adoption and implementation of life-saving interventions focusing on multidrug-resistant (MDR) and extensively drug-resistant (XDR) tuberculosis detection, treatment and prevention. The Senior TB Advisor will identify programmatic bottlenecks and facilitate solutions through coordinated technical support and facilitation of effort through the bi-lateral TB project and the Global Fund. The Senior TB Advisor will be based at the NTP within the Department of Health (DOH). The Advisor will receive direction from the National TB Program Manager, who will serve as the onsite Manager/Supervisor.  The Advisor will report to the U.S. Department of State Regional Foreign Assistance (RFA) Section on a weekly and monthly basis.

Responsibilities

Support NTP in effective delivery of LHA and service delivery through utilization of domestic and donors (e.g. the Global Fund) resources.

  • Assist the NTP and MOH with effective delivery of LHA TB services, including but not limited to active case finding, screening, diagnostics, treatment, and prevention.
  • Provide technical support and actively engage with field work to implement programmatic and clinical interventions at national and sub-national levels.
  • Assist in monitoring the progress of TB program implementation and provide recommendations for improvements of service delivery.
  • Review and analyze performance reports submitted to the Global Fund (GF) and other partners.
  • Help organize regular discussions among the GF, NTP, and partners to ensure alignment of technical approaches in the respective TB portfolio.
  • Support NTP management in identification of performance gaps, potential barriers and bottlenecks, and facilitate consensus on targeted interventions to improve performance on key indicators attributable to the reduction in TB incidence and mortality.

Support the implementation and expansion of NTP’s best practices in TB service delivery nationwide.

  • Support MOH and NTP in routine review of service delivery processes and outcomes.
  • Promote the dissemination of best practices and effective models nationwide.
  • Promote prioritized interventions in case finding, including active case finding and TB contact investigation (TBCI), to minimize TB transmission in communities.
  • Support of the adoption of rapid diagnostics and drug susceptibility testing (DST), including next-generation sequencing (NGS) to improve treatment outcomes.
  • Support NTP in aligning Performance Based Monitoring and Evaluation Framework (PBMEF) in key operational settings such as TBCI and active case finding (ACF)
  • Assist NTP with the scale up of effective models in TB treatment delivery, including preventive treatment.

Support NTP in effective utilization of GF grants and other donor resources.

  • Provide technical support to develop GF grant applications and support grant implementation review to ensure effective grant implementation.
  • Consult with relevant stakeholders on required technical assistance.
  • Assist in monitoring the progress of grant implementation.
  • Review and analyze performance reports submitted to the GF and other partners.
  • Help organize regular discussions among the GF, NTP, and the RFA Section to ensure alignment of technical approaches in the respective TB portfolios.

Communications:

  • Regular conference calls with NTP, partners, the US Embassy RFA Section, and USAID/Washington to review progress, discuss activities and address emerging issues.
  • The TB Technical Advisor should provide information and avail him/herself for calls/meetings with the US Embassy as requested.
  • The Advisor will provide monthly reports to the U.S. Embassy RFA Section.

Reporting:

The Senior Advisor will provide a detailed monthly report to the RFA Section, submitted by the 5th day of the following month.   Additionally, the Advisor will submit a weekly progress report (and participate in weekly calls) to include a short paragraph about main successes for that week.

Qualifications

  • A Doctor of Medicine degree or master’s degree in public health or equivalent
  • Ten years of experience with working with the Philippine National TB Program and/or US foreign assistance in TB
  • Excellent interpersonal skills and ability to work in a cross-cultural work environment.
  • Strong written and oral communication skills in English.
  • Good computer skills, including proficiency in Microsoft Office programs.
  • Excellent organizational, planning, negotiating, and problem-solving skills.
  • Ability to prepare regular and ad hoc reports, activity documentation, and briefing papers.

Preferred Qualifications

  • Experience with USG, DOS and/or USG funded TB projects is an advantage.
  • Knowledge of local culture is a plus
  • Experience with DOS-funded public health programs.
  • Relevant technical experience obtained in the Philippines is preferred.
