Acting as the strategic partnership lead between the Faculty of Medicine and Information Technology (IT), this position serves as the bridge between IT, the faculty’s senior leadership, and hospital partners. It plays a critical role in aligning institutional, clinical, academic, and research priorities. The incumbent must leverage deep expertise in technological, regulatory, and organizational environments to translate complex, multidimensional issues into integrated strategies and action plans aligned with the goals of the University and its partners.
In a context marked by complexity, sensitivity, and divergent interests, the position uses the authority of its role to exercise active influential leadership by guiding governance committee decisions, negotiating strategic agreements, and building consensus among stakeholders with sometimes opposing priorities. Through its ability to analyze, arbitrate, and propose innovative solutions, the role directly shapes hospital performance, program accreditation, research competitiveness, and academic excellence.
In this role, your responsibilities will include:
- Provide Strategic Leadership and Represent Institutional Interests: Leads the strategic partnership between the Faculty of Medicine and Information Technology (IT). Serve as the principal IT representative on faculty, hospital, and research institute executive committees. Shape the direction of discussions by presenting fact-based analyses, negotiating compromises among stakeholders, and proposing clear decision-making scenarios. Mobilize decision-makers around technology solutions aligned with clinical, academic, and research objectives, thereby influencing priorities, investments, and adopted policies.
- Guide and Support Decision-Making Bodies: Play a leading role within inter-institutional governance committees by defining technology priorities, arbitrating between divergent interests, and recommending strategic decisions. Translate complex issues into clear directions that directly influence policies, budgets, and technology investments.
- Develop and Manage a Strategic Portfolio of Solutions: Design, maintain, and govern a portfolio of technology solutions and services spanning multiple operational units. Ensure these solutions are secure, compliant, integrated, and deliver measurable value, including planning for their funding, modernization, or retirement.
- Ensure Financial Management and Accountability: Plan, oversee, and report on the use of an annual budget of $2–3M, including expenditure approvals, monthly monitoring, resource reallocation, and identifying cost-effective solutions. Report on financial results and ensure optimization of investments.
- Assess Feasibility and Guide Strategic Choices: Conduct technical, financial, and operational analyses of proposed solutions. Formulate evidence-based recommendations to support investment decisions, risk management, and project prioritization.
- Promote and Articulate the Strategic IT Vision: Define and communicate a clear picture of technological and organizational issues. Develop integrated action plans with timelines, expected results, and defined roles to guide leadership decisions and rally partners around a common vision.
What You Will Bring:
- University degree in computer science, management information systems, or a related field (graduate studies are considered an asset), or an equivalent combination of education and experience.
- Ten (10) years of experience in a complex and diverse IT environment, with proven expertise in project planning and management, risk analysis, and IT resource management.
- Significant experience in a strategic liaison or advisory role with senior executives or executive committees in complex and regulated environments (ideally in hospital, academic, or public sector settings).
- Bilingualism – French and English (spoken and written).
- Experience with various software development tools, methods, and techniques (systems analysis, data modeling, database design, systems design, programming, quality assurance, documentation, change and issue management, etc.).
- Experience working in hospitals, medical research, or other universities is an asset.
- Knowledge and experience in developing and applying IT policies, procedures, standards, and governance.
- Knowledge and experience in IT portfolio management.
- Knowledge and experience in business process evaluation and engineering, use of software metrics, formal estimation methods, defect measurement, etc.
- Proven ability to build partnerships and/or collaborative working relationships with a wide range of internal and external stakeholders.
- Proven ability to resolve conflicts diplomatically and successfully.
- Strong analytical and problem-solving skills.
- Negotiation, interpersonal, and communication skills.
