Program Summary
KBR will sustain the operational well-being of U.S. armed forces at Morón Air Base (Spain), Incirlik Air Base, Izmir Air Station, and various facilities in Turkey. Our services encompass program management, civil engineering, morale and recreation support, postal operations, safety services, logistics, and more. With a five-year base period and three one-year options, KBR ensures these bases operate smoothly, allowing deployed personnel to focus on mission execution.
Job Summary
Seeking a skilled Program Quality Manager whose technical expertise and knowledge of ISO 9001:2015 quality management systems will support the USAFE-AFAFRICA Base Operations Support (UA-BOS) Quality Program and its mission. The candidate will optimize project execution by ensuring services meet the established quality standards, including reliability, usability, and performance. The candidate should be able to effectively execute the following principal duties:
- Organization, flexibility, outstanding focus and effective communication with a multi-cultural workforce.
- Help craft a quality strategy given the project philosophy, risk profile and cost analysis.
- Create detailed quality plans outlining inspection procedures, testing methods & acceptance criteria.
- Practice agility & resilience: capacity to operate under pressure and adjust to dynamic environments.

Roles And Responsibilities
- Lead and manage the quality management program and improve customer experience by developing and employing quality oversight techniques, quality training, statistical methods, assessments, and other quality tools.
- Assist with Quality team members with development of key competencies for various roles & oversee the selection and development of Quality team members.
- Ensure work condition requirements are met by managing the audit program including scheduling, facilitating, & execution of quality management audits. Manage post-audit actions plans to include process recommendations, nonconformance records & continuous improvement actions.
- Identify potential quality risks, implement mitigation strategies and monitor their effectiveness for process improvement regularly.
- Demonstrate excellent communication skills, ability to interact with senior stakeholders, clients, and government or regulatory stakeholders.
- Develop and lead the implementation of performance evaluation and prediction methods to improve product systems and services' safety, reliability, and sustainability.
- Assess and validate required standards for project execution contractually while verifying that standards are met for contract required program deliverables.
- Align quality management function with product/service performance needs to ensure that product/service lines deliver value to customers and meet program requirements. Manage key quality metric tracking system to effectively analyze data for program effective & reporting.
- Facilitate, analyze and solve complex problems using business improvement, solution-based value-added practices. Serve as primary point of contact for Quality Management matters on assigned project.
- Use experience and problem-solving skills to develop and improve processes while mentoring Quality and Project team members.
- Collaborate with program, site, and corporate quality management to ensure effective alignment & stakeholder buy-in on program quality best practices & requirements.
- Frequent travel to sites in Turkey and Spain will be based on needs for the project.
Basic Qualifications
Bachelor'S Degree Required
- 5+ years of quality supervisor/manager experience (industry-specific experience is a plus)
- Deep familiarity with Quality Management Systems & standards (ISO 9001, ISO 45001, ISO 55001, AS 9100, etc.)
- Experience with the development and implementation of nonconformance management, audit management, and continuous improvement programs
- In-depth knowledge of tools, concepts, and methodologies of Quality and Project Management
- In-depth knowledge of Microsoft Office Suite (PowerPoint, Excel, Word, Visio, SharePoint)
- Ability to obtain security clearance, work visa, and any other applicable security requirements.
Preferred Qualifications
- Experience of US AirForce regulation, requirements and quality best practices.
- Experience with government or international contracts.
- Certifications such as ASQ, Lean & Six-Sigma, Program Management, Quality Construction Management, etc.
