Gateways Hospital and Mental Health Center’s Conditional Release Program (CONREP) is seeking a Health and Safety Supervisor to fulfill the role in its Satellite Statewide Transitional Residential Treatment Program (STRP). This residential program provides court and parole mandated treatment and supervision to individuals committed as Not Guilty by Reason of Insanity, Offender with a Mental Health Disorder, or Incompetent to Stand Trial.
The STRP clinical team is a leader in providing compassionate and effective mental health treatment, and risk management to under-served and over-represented populations in forensic settings. As a member of the team, you will operationalize your clinical and administrative skills as a Registered Nurse to ensure our forensic clients receive the medical care they need. Summary Of Position
The Health and Safety Supervisor serves as lead Paraprofessional Counselor on shift, mentoring, training, and assisting paraprofessional staff. Monitors safety and security of the facility by conducting regular rounds, hazard checks, and property searches. Conducts drug and alcohol screening of the clients as needed and manages UA processing and records for all clients. Assists staff with answering telephones, filing, signing clients in and out of the facility, serving meals, and all other duties assigned to the paraprofessional counselors.
Essential Duties
- Maintains communication with team members throughout the shift to assure that all tasks are covered, and offers assistance where needed.
- Manages substance abuse testing (urinalysis and breathalyzer) for all facility clients. Ensures related supplies are stocked, packs and ships collected samples, reviews results, completes incident reports on positive samples, and reports issues to Program Director. Collects same sex, observed urine specimens for drug testing. Completes all assigned testing, and collects suspect samples as necessary.
- Trains all paraprofessional staff in testing procedures and maintains quality assurance and training records.
- Monitors client sign in and out procedures and accountability procedures including: sign in /out cards, pass request forms, hourly rounds, AWOL procedures, etc.
- Ensures that on duty or on call management is appropriately notified in emergency or other critical situations.
- Receives and stocks food and other supplies.
- Conducts random security checks of premises and cottages as appropriate and/or assigned. Ensures life safety of all residents through proper observations and documentation of security rounds/checks.
- Reports safety hazards, maintenance and housekeeping needs to the Residential Manager.
- Observes and records resident behavior and activities, monitors hygiene. Reports any unusual or concerning behavior to the appropriate staff members.
- Monitors and ensures that clients take prescribed psychotropic medications, and that medications are accurately recorded.
- Monitors client living areas and works with clients to understand and maintain minimum health and safety standards in their assigned living space.
- Responds appropriately to emergency or problematic situations; i.e. notifies immediate supervisor, staff, administration, police, fire department, ambulance and paramedics as appropriate.
- Assists in situational crisis intervention as needed.
- Provides a good role model for residents and paraprofessional staff in terms of reliability, social skills, professionalism, tact, leadership, grooming and integrity.
- Assists in hazard monitoring and other data collection and reporting as needed to maintain facility safety standards.
- In conjunction with Program Director, serves as acting supervisor when Residential Manager is off duty or on leave.
- Assists with quality reports, scheduling, and professional interdepartmental communications with Facilities Management, Environmental Services, Dietary Services, Human Resources, Contracted Security Services, Substance Abuse Testing Agencies, or executive management.
- Assists in scheduling coverage, or covering shifts as needed.
- Performs additional tasks as assigned by Residential Manager or other members of the management team.
Qualifications
Education & Certificates
Minimum Education Required: High school Diploma
Desired Education: Bachelor’s Degree in Behavioral Sciences or a related area
Desired Certification: Certification in substance abuse counseling, nursing, health care management, security guard, or other related field.
Experience/Qualifications
- Ability to work and relate effectively with multidisciplinary treatment team, clients, affiliated agencies, and the public.
- Ability to assess patients for dangerousness and intervene in a timely, calm and appropriate manner.
- Ability to communicate effectively in English, both verbally and in writing.
- Ability to work independently, exercise good judgment, and remain calm in crisis situations.
- Proven ability to work with adult clients.
- Ability to operate selected equipment (i.e. breathalyzer).
- Ability to use word processing, agency billing, and spreadsheet computer programs.
- Ability to work various hours and shifts.
- Ability to work indoors and outdoors (i.e. security rounds and transportation of supplies).
- Ability to be objective, stable, and firm with clients who have a history of criminal behavior and who have psychiatric disabilities.
- Ability to accept direction from supervisors and complete assigned tasks.
- Ability to appropriately provide direction to clients
- Crisis intervention techniques and basic counseling skills.
- Ability to supervise others and maintain a collaborative team environment
Requirements
- Must pass Department of Justice (DOJ), Federal Bureau of Investigations (FBI), and Community Care Licensing (CCL) background clearance.
- Valid California Driver’s license.
- Driving record acceptable for coverage by Gateways insurance carrier.
- Note: If indicated certifications/licenses are lacking, they must be obtained within 180 days of hire.
- Training needs to be completed within 30 days from the date of hire on a designated date provided by onboarding. Staff need to be certified at the commensurate level for their role to perform their job duties (staff will be taken off the schedule if certification is not achieved).
