ASSYST is seeking an experienced Business Analyst to support our government client in Tallahassee, FL.

Scope of Services:
  • The Advanced Business Analyst is a member of a full lifecycle agile development team.
  • The candidate will work directly with subject matter experts (SMEs) and other stakeholders to translate strategic and operational needs into actionable requirements, conducting thorough user needs assessments, and documenting results in accordance with departmental methodologies and standards.
  • They must have experience in developing and maintaining strong working relationships with business office staff through collaboration and teamwork.
  • The analyst will partner with stakeholders to assess feasibility, conduct impact analyses, and prioritize demands based on business value, strategic alignment, and resource constraints.
  • Responsibilities include working with customers on high-level requirements gathering, project cost estimates, business cases, use cases, test cases, and other necessary documentation.
  • The role also includes preparing comprehensive documentation to support funding decisions, developing specifications, and ensuring a shared understanding among technical and customer-facing staff.
  • The candidate will conduct comprehensive business needs assessments and guide solution design processes that meet organizational objectives, participating in the analysis of business and technology demands from ideation through project approval.
Required Experience:
  • Minimum five years of business process and systems analysis experience required.
  • Proficiency in process mapping/modeling using tools such as Visio.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
  • Experience with Microsoft DevOps highly desired.
  • Knowledge of Rules 60GG-1 – 60GG-5, Florida Administrative Code is desired.
  • Knowledge of data migration, change and release management, and testing/QA tools and techniques is required or desired as noted.
  • Preference for candidates with Agile project experience and use of Azure DevOps to manage user requirements and backlogs.
Primary Job Responsibilities:
  • Research and understand the client business processes and their interrelationships.
  • Document and diagram business and system processes and dependencies.
  • Collaborate with technical and functional teams to develop technical specifications, use cases, and business rules.
  • Plan and implement testing (regression, functional, data validation, system integration, load, or performance tests).
  • Gather and document business goals and objectives and translate them into requirements for applications, infrastructure, and development plans.
  • Assist in business process redesign and documentation to support ongoing remediation, modernization, and migration efforts.
  • Identify and analyze gaps between current and desired processes; design new processes and performance measures, and plan transitions.
  • Document business cases and feasibility studies; facilitate sessions to elicit and prioritize requirements.
  • Evaluate and summarize data for executive-level reporting and detailed analysis.
  • Assess and analyze demand patterns, identify trends, and evaluate feasibility against technical constraints.
  • Categorize and prioritize demands by type, urgency, complexity, business impact, and strategic alignment.
  • Prepare documentation to support funding decisions, including business cases, cost-benefit analyses, risk assessments, and presentations.
Knowledge, Skills, and Abilities (KSAs)
  • Expertise in business analysis, process modeling, and research using tools such as MS Word, PowerPoint, Excel, and Visio.
  • Knowledge of System Analysis & Design methodologies and Software Development Lifecycle (SDLC).
  • Strong facilitation and stakeholder management skills.
  • Technical knowledge of IT infrastructure and software development practices.
  • Knowledge of State of Florida Project Management Rule 60GG-1 and principles of the PMBOK framework.
  • Experience leveraging IT solutions and business process improvements.
  • Ability to produce comprehensive functional documentation that captures business processes and application inputs/outputs.
  • Ability to work with users and teams to define requirements for system maintenance, enhancement, modernization, and development.
  • Strong communication skills for interpreting and conveying technical information.
  • Knowledge of quality assurance and control techniques and their application.
  • Ability to analyze workflows, identify missing or duplicate functionality, and design efficient solutions.
  • Skill in developing business cases, data analysis, and performance metrics reporting.
Additional Requirements:
  • Advanced skills with Microsoft SharePoint, Teams, Word, Excel, PowerPoint, Power BI, DevOps, and Project.
  • Ability to relate to stakeholder needs, document requirements, and perform duties independently when needed.
  • Ability to accept constructive feedback and maintain effective working relationships.
  • Flexibility to adjust to changing demands in a dynamic environment with diverse assignments.
Education
Bachelor’s or Master’s degree in Business Administration, Communication, Information Systems, or a related field is required.
Equivalent work experience may substitute for the educational requirement.

Desired Certifications:
Certified Scrum Master (CSM), Certified Scrum Owner (CSO), CBAP, PMI-PBA, PMI-ACP, PMP, ITIL.
