Job Description
Office of Legal & Acquisition Services
The Office of Contracts and Acquisitions (OCA) is housed within the Office of Legal and Acquisition Services and has the expertise and authority for creating agreements and contracts and overseeing the acquisition of goods and services for ODJFS. The mission of OCA is to meet and maintain the highest level of compliance with Federal and State laws, rules, policies, and procedures for acquisitions and contracting for ODJFS and to establish and maintain public trusts and confidence in the stewardship of taxpayer funds.
What You’Ll Do
- Under general supervision, solicits and evaluates proposals and RFx responses, makes recommendations, monitors supplier performance, and develops solicitations where the need is not customary, and the specifications must be developed where none exist.
- Works with requestor and/or subject matter experts to establish specifications where products or services have multiple complex attributes and multiple deliverables.
- Designs and coordinates supplier prequalification tools and methods.
- Drafts complex analysis results and awards recommendation with rationale.
- Establishes acceptance and payment expectations and schedule for contracts with multiple deliverables and/or multiple phases.
- Develops statement of work (SOW), requirements, and specifications to meet custom program office needs; coordinates with requestor and supplier to resolve cost overrun issues.
- Researches, analyzes, and makes recommendations regarding requisitions, purchase requests, purchase orders, and contracts.
- Participates in contract negotiations with legal office, requestor, and supplier.
- Provides market research and evaluation of balancing interests to aid in settling contract agreement.
- Serves as a point of contact for procurement and contracts questions for the Office of Contracts and Acquisitions (OCA).
- Mentors and coaches Sourcing Analysts and Sourcing Associates.
Challenges
- OCA is an extremely fast-paced environment with multiple competing priorities due to the thousands of purchase orders and contracts created each state fiscal year, as well as the number of internal and external requests for assistance and information. Strong organization skills and the ability to turn work around quickly is necessary. State Fiscal Years run from July 1st of one calendar year to June 30th of the following calendar year. Historically, OCA's Sourcing Unit is most busy from early May through late August as processing for fiscal-year-end occurs while processing for fiscal-year-start temporarily overlap.
Necessary Skills
- Procurement knowledge, skills and/or experience.
- Skill in operation of electronic devices (e.g., computer, tablet, cell phone).
- Skill in applicable software applications (e.g., spreadsheets, databases, word processing).
- Ability to define problems, collect data, establish facts & draw valid conclusions.
- Understand technical manuals & verbal instructions associated with sourcing procedures.
- Proofread technical specifications, recognize errors & make corrections.
- Identify noncompliance & formulate response.
- Use statistical analysis.
- Gather, collate & classify information about data, people, or things to forecast & plan.
- Write business correspondence or communications reflecting sourcing procedures.
- Develop & maintain good rapport with internal agency customers & vendors.
Schedule: Fulltime
- Hours: Standard workdays are Monday through Friday. Hours are between 7:00 a.m. and 6:00 p.m.

Qualifications
The ideal candidate, at minimum, must have the following:
Option 1:
- Completion of undergraduate core program in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field.
And
- 6 mos. exp. or 6 mos. trg. in purchasing/procurement/sourcing.
Option 2:
- 30 mos. exp. or 30 mos. trg. in purchasing/procurement/sourcing.
Option 3:
- 12 mos. exp. as Sourcing Analyst, 64512
Or
- Equivalent of minimum class qualifications for employment noted above.

Pay Information
This position is in the State of Ohio’s OCSEA Pay Schedule, Pay Range 31. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $27.92 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
