Leap Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About The Position

The TB Procurement and Supply Chain Management (PSM) Technical Advisor provides technical support to the Department of Health’s (DOH’s) Disease Prevention and Control Bureau (DPCB) in developing and implementing a TB PSM strategic plan aligned with the overall DOH strategy. Working closely with the DPCB, other DOH units, USG implementing partners, and advisors, the Advisor helps ensure consistent availability of TB commodities from national to local levels.

Key responsibilities include supporting forecasting, supply planning, and routine monitoring of TB drugs, lab supplies, and GeneXpert cartridges. The Advisor also provides day-to-day support on PSM issues and collaborates closely with the USG Supply Chain Senior Technical Advisor, other USG advisors, and the Regional Foreign Assistance (RFA) team.

Responsibilities

Strengthen the capacity of the DPCB division responsible for TB financial and supply chain management to enhance oversight of TB drugs and supplies.

  • Provide technical guidance and mentor DPCB staff responsible for TB procurement and supply management, including:
  • Routine monitoring and analysis of stock levels, consumption data, and trends;
  • Quantification and procurement planning, including investment plans and product specifications; and
  • Development of supply, storage, and distribution plans for TB commodities.
  • Support the design and implementation of training programs for health facilities to bolster management of TB commodities at the service delivery points.
  • Assist in developing a long-term TB procurement strategy, including domestic resource mobilization, supporting local and international tenders (as needed), and exploration of innovative procurement mechanisms in coordination with the USG Supply Chain Senior Technical Advisor, DOH Procurement Service (PS), Pharmaceutical Division (PD), Supply Chain Management Service (SCMS), and other stakeholders.
  • Build DPCB’s capacity to adopt innovative procurement approaches, comply with regulatory and customs requirements for new and donated commodities.
  • Collaborate with DOH SCMS, Global Fund staff, and other DOH units to improve systems for receiving, clearing, and tracking procurement orders and pipeline stocks of public health commodities.
  • Routine monitoring and analysis of stock levels, consumption data, and trends;
  • Quantification and procurement planning, including investment plans and product specifications; and
  • Development of supply, storage, and distribution plans for TB commodities.

Oversee the Drugs and Supplies Management (DSM) Team in tracking, monitoring, and analyzing treatment data to inform drug availability and prevent stock-outs.

  • Support regular analysis of treatment data across all levels of the health system to guide national and regional commodity allocation.
  • Coordinate with Global Fund, Global Drug Facility (GDF), USG, FDA, and other partners on drug and lab supply orders and deliveries.
  • Contribute to the development and maintenance of an efficient stock monitoring system for TB drugs and lab supplies (e.g., GeneXpert cartridges).
  • Support adoption and troubleshooting of electronic tools, such as Integrated TB Information System (ITIS), including integration with electronic medical records systems.
  • Collaborate with the surveillance team to improve real-time data collection, especially for MDR-TB patients, to enhance forecasting and procurement of second-line drugs.
  • Ensure functionality of TB supply chain platforms, regularly review TB commodity data, identify follow-up actions to prevent stock-outs, and monitor drug quality issues affecting TB and public health programs.

Enhance coordination between the DSM team and local stakeholders:

  • Participate in regular DSM sub-group meetings under existing or new technical working groups (TWGs).
  • Gather and share feedback from regional and local pharmacy units on distribution and inventory challenges with the DSM sub-TWG and USG partners.
  • Coordinate with DOH stakeholders to expand quality assurance activities, including implementation of sampling protocols for TB drugs and DPCB commodities.
  • Submit monthly progress reports and biannual monitoring and evaluation reports to RFA staff.
  • Participate in Supply Chain Governance and Oversight Council meetings.
  • Coordinate with the USG Supply Chain Senior Technical Advisor, the SCMS, FDA, PS, PD, and other supply chain partners.
  • Join monthly check-in calls with RFA staff.

Anticipated Learning Outcomes (10%):

  • Apply procurement and supply chain management and TB knowledge to strengthen the DPCB programs
  • Apply and distinguish international standards within technical/content area to support programming
  • Cultivate leadership to effectively facilitate capacity building and knowledge sharing activities amongst staff and peers.
  • Expand access to knowledge and resources through networking and collaborative practices.

Reporting

The Advisor will receive overall guidance from  U.S. Embassy Manila’s Regional Foreign Assistance (RFA) health team. At the DOH, day-to-day guidance on TB related work will be through the appropriate Division Chief of DPCB and the TB focal point of the Infectious Disease Division.

Qualifications

  • University degree in Pharmacy, health logistics and supply chain management or related courses
  • Strong knowledge of the TB program
  • Excellent oral and written communication skills
  • Experience in public health commodities procurement and logistics management
  • Experience in using forecasting/logistic tools such as QuanTB, DOH electronic logistics management information system (eLMIS), and others
  • Experience in liaising with FDA, DOH SCMS, and other units in the DOH with roles on TB procurement and supply chain management.
  • Familiarity with the Philippine procurement law, DOH procurement systems and policies
