Consultancy Assignment:
Background/Context
UN Women is the United Nations entity dedicated to gender equality and the empowerment of women. In Armenia, UN Women works in close partnership with government, civil society, and international partners to promote women’s leadership and participation, including in peace and security processes.
Armenia developed its Third National Action Plan (NAP) on UNSCR 1325, reaffirming its commitment to advancing women’s participation in conflict prevention, resolution, recovery, and decision-making. UN Women provides technical assistance to the Government of Armenia for the implementation of the Third NAP on UNSCR 1325 and facilitates dialogue with national and international partners to promote WPS priorities.
To strengthen coordination and support the delivery of specific activities, UN Women seeks to engage a national consultant who will work under the supervision of the Senior WPS Advisor (based in Tbilisi).
Description of Responsibilities/ Scope of Work
The national consultant will provide technical and coordination support to advance the WPS agenda. The assignment will include, but not be limited to, the following tasks:
- Support WPS coordination and localization of the WPS agenda
- Support to the WPS high-level conference commemorating the 25 anniversary of the adoption of UNSCR 1325.
- Project Inception Support (plans, partner engagement and agreements)
- Represent UN Women in meetings/events as requested by the Senior WPS Advisor.
- Reporting – prepare periodic reports on activities and a final consultancy report.
Deliverables And Timeline
The national consultant is expected to submit the following deliverables. Each deliverable must be submitted in English and approved by the supervisor.
Deliverables:
- 1. Coordination and logistical support for regional participants and UN Women-supported panelists at WPS Conference - By 30 November 2025
- 2. Coordination and logistical support for WPS subgroup periodic meeting in November 2025, reporting - By 30 November 2025
- 3. Coordination and logistical support for WPS subgroup periodic meeting in January 2026, reporting - By 31 January 2026
- 4. Capacity-building session materials and summary report for WPS subgroup - By 15 March 2026
- 5. Final consultancy report summarizing activities, achievements, and recommendations - By 15 March 2026
- Consultant’s Workplace and Official Travel
- This is a Yerevan-based consultancy with possible in-country travel.
- Remote work may be applied for specific tasks as agreed with the supervisor.

- Strong knowledge of WPS and UNSCR 1325
- Ability to coordinate stakeholders and organize high-level events

Required Qualifications:
Education:
- Advanced degree (Master’s) in gender studies, international relations, political science, peace and conflict studies, or related field.
- Bachelor’s degree in combination with 7 years of working experience in gender studies, international relations, political science, peace and conflict studies, or related field could be considered in lieu of master’s
Experience:
- Minimum 5 years with master’s (7 years with bachelor’s degree) of relevant experience in WPS, gender equality, or peacebuilding.
- Proven experience in project coordination, stakeholder engagement, and event organization.
- Familiarity with Armenia’s WPS context and national NAP processes.
- Experience in capacity building and facilitation.
Languages:
- Fluency in Armenian and English
- Russian is an asset
