Background

The Spotlight Initiative is a global partnership between the United Nations (UN) and the European Union (EU) to eliminate all forms of violence against women and girls in support of the 2030 Agenda on Sustainable Development. It was launched in September 2017 by the UN Secretary General and the EU High Representative and Vice President as a model for partnerships with donors, civil society, and the UN to deliver on SDGs in a comprehensive manner. SDG 5 and the achievement of gender equality are placed at the center of efforts (alongside Goal 16) with the aim to provide an enabling environment for the implementation of all goals. Within the UN, the Initiative helps operationalize the UN development system reforms and model a new way of delivering on SDGs in an integrated way, leveraging stakeholders’ diverse comparative expertise and collaborative advantages.

In Liberia, the Spotlight Initiative ran from 2019 to 2023, focusing on addressing the root causes of sexual and gender-based violence, harmful practices, and violations of women's rights, including SRHR. Building on the knowledge and lessons from the first phase (2019-2023), Spotlight Initiative 2.0 was developed to consolidate the achievements and further galvanize crucial efforts to eliminate violence against women and girls.

To implement this comprehensive, multi-stakeholder, and multi-year programme, a dedicated Programme Coordination and Management Unit (PMCU) will be established within the UN Resident Coordinator’s Office. In this context, the Resident Coordinator’s Office is seeking to recruit a Knowledge Management, Monitoring and Evaluation Analyst to support the PMCU in knowledge building and sharing, documentation, and information dissemination through different communication channels, and result reporting.

Scope Of Work

Facilitate Knowledge Management:

  • Develop and implement a Knowledge Management plan, tools, and guidelines for the Spotlight Initiative in Liberia;
  • Promote knowledge, capturing and sharing within and beyond LSI 2.0 RUNOs, identifying and documenting good practices through networks and communities of practice;
  • Develop online tools, surveys, and multimedia opportunities to facilitate learning and knowledge exchange within the LSI 2.0 team;
  • Provide strategic input and guidance on knowledge building, sharing, and networking, liaising with the Knowledge Management Team at the Global Spotlight Secretariat;
  • Offer knowledge management training and technical support to LSI 2.0 staff and implementing partners to improve knowledge management integration and strategy implementation;
  • Collaborate with the Global Spotlight Secretariat’s Communication Team to enhance external dissemination of programme results and contribute to organizational learning through evaluations.

Ensure Monitoring, Evaluation and Reporting of the Programme:

  • Develop a comprehensive M&E Plan and Strategy for the Spotlight Initiative in line with the global Spotlight M&E Strategy and the Programme's Results Framework;
  • Implement realistic monitoring and evaluation plans with appropriate data sources, methods, analyses, quality controls, and resources;
  • Coordinate monitoring, data collection, and reporting activities, ensuring accurate and timely updates for inter-agency meetings;
  • Design and disseminate monitoring resource materials, templates, and guidance documentation to LSI 2.0 RUNOs;
  • Conduct field visits to ensure the quality and accuracy of collected or reported data;
  • Document progress of the Spotlight Initiative against project plans, results matrices, milestones, and targets;
  • Facilitate efficient flow of monitoring data within participating UN agencies, the EU, government, and civil society partners;
  • Consolidate reports from RUNOs for the review of and finalization by the Spotlight Programme Specialist;
  • Identify and share best practices and lessons learned with stakeholders, including the Global Spotlight Community of Practice and the Spotlight Steering Committee;
  • Lead thematic activities and knowledge-sharing forums, encouraging participation from all relevant parties.

Strategic Reporting And Advocacy Support:

  • Prepare high-quality analytical reports, policy briefs, and presentations for internal and external stakeholders;
  • Contribute M&E findings to advocacy materials, donor updates, and strategic communications;
  • Ensure alignment of reporting outputs with UN, donor, and government reporting standards.

Ensure Partnership Engagement

  • Foster strong working relationships with government institutions, civil society organizations, and development partners to enhance knowledge exchange and ensure coordinated monitoring and reporting;
  • Represent the Spotlight Initiative in relevant technical working groups, conferences, and forums to share results, best practices, and lessons learned.

Facilitate Capacity Building

  • Organize and facilitate training workshops for RUNOs, government counterparts, and civil society partners on M&E tools, knowledge management systems, and data quality assurance;
  • Provide mentorship and technical backstopping to strengthen partners’ capacities in results-based management and reporting.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of  the Office and the Organization

Institutional Arrangement

Under the overall leadership and direct supervision of the Spotlight Initiative Programme Specialist in Liberia, with guidance from the Spotlight Initiative Global Secretariat, and in liaison with the Resident Coordinator’s Office, the Spotlight Initiative Knowledge Management, Monitoring and Evaluation Analyst will be responsible for developing and ensuring the implementation of the Spotlight M&E framework. S/he will collaborate with the PMCU team and RUNOs to provide M&E support, conduct training, collect data, develop tools, and produce reports. Additionally, s/he will manage cross-pillar knowledge, support evaluations, and contribute to the Programme’s advocacy, communication, and visibility efforts to eliminate VAWG.

Required Skills and Experience

Minimum Education Requirements

  • Advanced university degree (master’s degree) in Development Studies, Social Sciences, Communications, Public Relations, Journalism or related field is required. Or:
  • A first-level university degree (bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Minimum years of relevant work experience

  • Applicants with master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience;
  •  Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in public relations, advocacy, or communications or a related field.

Desired skills in addition to the competencies covered in the competencies section section

  • Experience with databases, statistical software; 
  • Certification in communications, print, broadcast, and/or media and social media;
  • Extensive experience in knowledge management and development policy issues, particularly in gender equality and women's empowerment;

  • Demonstrated experience on technical knowledge of EVAWG programme design and implementation, including results-based reporting, monitoring, and evaluation.

Required Language(S)

  • Fluency in English is required. 
  • Knowledge of another UN language is desirable.
