Fiji Program Support Platform (FPSP)

  • Long Term Role – commencing September to December 2027; with possible 2 year extension

Program Overview:

FPSP, also referred to as the ‘Platform’, a Department of Foreign Affairs and Trade (DFAT) investment, will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan. 

The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.

The Platform has three functional Outcomes: 

  1. The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.
  2. The Platform has prioritised gender equality and disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji agencies.
  3. The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance and public diplomacy, effective decision making and risk management. 

Ipp Overview:

The Fiji-Australia Institutional Partnerships Program (IPP) partners with the Government of Fiji (GoF) to deliver assistance in targeted areas where Australia is well placed to support Fiji’s democratic and economic resilience: through government twinning partnerships, technical assistance and grants that can be mobilised quickly to support Fiji’s ongoing stability, prosperity, and resilience to shocks. 

Position Summary:

The Senior Manager is an integral member of AFGP’s management team and provides strategic leadership to the Technology and Governance (TAG) unit. The TAG Unit is an integrated team of digital technology specialists that manages and implements AFGP’s support to whole of government (WoG) and other strategic partners across all three AFGP pillars: civil service reform, economic governance and democratic norms and values. TAG designs, implements and monitors all aspects of AFGP’s technology and governance related support including in the areas of information systems, Artificial Intelligence (AI), big data, business analysis and change management. 

The TAG unit has an important learning and strategic advisory function, and is required to undertake analysis and evaluations, develop learning materials, draft reports and briefs that strengthen delivery and ensure program quality. TAG’s work supports adaptation in a rapidly evolving sector and contributes to the achievement of AFGP outcomes. TAG also assesses, identifies and delivers capacity development initiatives to transfer knowledge and develop critical skills within core partners. 

One of the principal areas of support that TAG provides is to the Fijian Government in the development of an effective and accountable public sector that delivers public services effectively and efficiently. The TAG unit works closely with the Ministry of Civil Service (MCS) and the Public Service Commission (PSC) which are principal AFGP partners. In the execution of its support, the position will be required to work closely with counterparts within the ministry. To date, much of this support has been in the areas of Human Resources Management Information Systems (HRMIS) and Business Process Improvement (BPI). The Senior Project Manager will report to the AFGP Team Lead and lead a small team of officers and developers.

Key Responsibilities:

  • Ensure effective day to day management of the Technology and Governance (TAG) Unit
  • Oversee all aspects of the project cycle, including overseeing planning, implementation, research, learning and monitoring of digital governance initiatives aligned with the AFGP workplan. 
  • Support the development, implementation and monitoring of the wider AFGP workplan.
  • Supervise and mentor the TAG team of specialists, and other contracted personnel including consultants, to ensure high-quality delivery and innovation. 
  • Provide up-to-date technical and strategic advice on all aspects of digital technology, within FPSP and AFGP as needed.
  • Participate in high level meetings and represent TAG/AFGP in working groups and other forums as required. 
  • Support coordination with other DFAT funded and FPSP implemented initiatives. 
  • Oversee the implementation of all GoF support existing (MCS/HRMIS and BPI) and new initiatives providing leadership and supporting implementation as needed – spending time at the ministries as required.
  • Establish and maintain excellent client and subcontractor relationships and with key GoF strategic partners including the . 
  • Ensure projects are ready for final completion at the end of the defect’s liability period.
  • Oversee and approve scopes prior to contracting.
  • Review and approve sub-contractor variations in a timely manner. 
  • Ensure timely approval of all payments/invoices.
  • Provide weekly updates to the Team Lead on status of all projects and understand the need to escalate if project risks are identified.
  • Manage budgets for all projects, including maintaining registers for variations and payment claims.
  • Proactively manage all risks for project delivery and completion.
  • Manage all matters arising from the client and sub-contractors after completion of the contract.
  • Review design documentation (software engineering and computer services system) to ensure system service structures are fully coordinated, and any errors or omissions are identified early.
  • Ensure project activities are designed and implemented integrating cross-cutting themes, including gender equality, disability and social inclusion (GEDSI), climate change/disaster risk reduction, emergency preparedness and response, and community engagement. 
  • Liaising with beneficiaries and relevant community leaders to ensure stakeholders are well informed about the progress of works and the scope that is being delivered.
  • Coordination and liaison with relevant government (ministry) and local authorities for planning and project delivery.
  • Ensure downstream partners and subcontractors comply with DFAT’s Child Protection and Preventing Sexual Exploitation, Abuse and Harassment (PSEAH) compliance standards before agreements are signed and that these requirements are addressed in the procurement processes

Selection Criteria:

Qualifications

  • Tertiary qualification (degree level) in software engineering/ Information Systems/ Computer Science or a related discipline from a recognised institution.

Experience (Essential)

  • At least 10 years’ experience working in project management of relevant projects.
  • A minimum of 5 years’ experience working on governance and information systems projects is preferred.
  • Experience procuring and contracting ICT and software contractors in Fiji.
  • Experience in full cycle implementation of large-scale systems. 
  • Experience with working with multiple stakeholders: ministerial government bodies, local government, local communities, women’s groups and organisations of persons with disabilities
  • Proven track record for delivering projects on time and within budget.
  • Experience with regular project site inspections; production of site reports and identifying any OH&S, child protection, PSEAH, GEDSI or delivery-related risks during site visits.
