Major Function
Responsible staff position involving technical and operational work relating to the Emergency Management Program. Maintains emergency management equipment, vehicles, and special needs shelter supplies/equipment. Maintains the emergency management logistics facility and inventory systems.
Serves operational roles in the Polk County Emergency Operations Center (EOC) during emergency and disaster situations. Must work varying work schedules prior, during and following EOC activations, or when required.
Illustrative Duties
Performs independently in a varied scope of Emergency Management administrative work related to the countywide Emergency Management Program. These are intended only as illustrations of the various types of work performed. The list of functions below is not all inclusive and the omission of specific duties does not exclude them from the position.
- Serve operational role in the Polk County Emergency Operation Center (EOC) during training and activations.
- Assists with maintaining emergency management vehicles, equipment, and special needs shelter supplies.
- Maintains the emergency management logistics facility, inventory systems, and equipment.
- Assists with development and conduct of training and exercises.
- Assists with maintenance and development of emergency management plans for the Board of County Commissioners, coordinating with all participating agencies countywide. The plans may include:
- Comprehensive Emergency Management Plan
Local Mitigation Strategy
- Continuity of Operations Plan
Disaster Housing Plan
- Other plans as required
- Performs related duties as required
Knowledge, Abilities And Skills
- Knowledge of and ability to interpret and apply local, state, and federal rules, regulations, guidelines, laws, and policies.
- Skilled in the use of personal computers and word processing, spreadsheets, presentations, and other related technology systems.
Ability To:
- Establish and maintain an effective working relationship with internal and external stakeholders, senior officials, and the public.
- Perform effectively and calmly during extended periods of emergency conditions.
- Effectively communicate, understand, and follow oral instructions/directions.
- Safely operate and maintain equipment, supplies, vehicles, and inventories.
- Work in all weather conditions.
- See, sit for long periods, stand, stoop, and drive from work site to work site.
- Complete and maintain records, reports, and files.
- Communicate effectively both orally and in writing.
- Develop and deliver public information programs.
Minimum Qualifications
- Must have a valid driver’s license and be able to secure a valid Florida driver’s license at time of employment within this classification.
- Graduate of an accredited (2) two-year college or university with an Associate Degree in Emergency Management, Public Administration or a related field.
- Equivalent combinations of education and emergency management experience may be considered.
- A minimum of two years’ full-time employment in Emergency Management or a closely related field.
- Completion of FEMA ICS100, ICS200, ICS300, ICS400, IS700, IS800 training courses and certificates (no substitutions).
- Completion of the Federal Emergency Management Agency (FEMA) Professional Development Series training program and certificate within 12 months of hire.
- Must be able to lift and carry materials up to twenty-five (25) pounds continuously.
- Must be able to lift and carry materials up to fifty (50) pounds occasionally.
Special Requirements
- Bachelor’s Degree from an accredited (4) four-year college or university with a degree in Emergency Management, Public Administration, or a related field.
- Emergency Management Certification from the Florida Emergency Preparedness Association or International Association of Emergency Management.
All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
