General Description
Release Review Panel members serve a two-year term as appointed by the Executive Director. The Release Review Panel Member Reentry Specialist will have a complete understanding of TJJD reentry programs and services.
The Release Review Panel uses a voting process, by which each member casts a vote, to make a determination of whether youth committed to TJJD with an indeterminate sentence, and who have completed their minimum length of stay, will be released to parole, discharged from agency jurisdiction, or have an extended length of stay in a residential placement.
A member of the Release Review Panel gathers, reviews and discusses relevant information and assesses various factors, casts a vote for a final determination or for a recommendation to be reviewed by executive management; demonstrates the soundness of his/her vote; and explains the clear and convincing evidence supporting the panel’s determination. Work involves communicating with and providing highly complex consultative services and technical assistance regarding the review process to facility administrators, multi-disciplinary progress review teams, parole officers, youth and their family members, youth advocates, victims, other agencies, and the general public; and assists in preparing reports and statistical information. Works under limited supervision, with moderate latitude to use initiative and independent judgment. May be required to travel, work in excess of 40 hours per work week.
Essential Duties
Panel members must have an understanding of facility treatments programs, along with egregious behavior protocols and treatment planning.
Collects, reviews, and assesses information from various sources, including the agency’s data system, the multi-disciplinary progress review team, the youth, the youth’s family, victims, and youth advocates that is relevant to the youth’s psychological, psychiatric, and rehabilitation needs, behavior, and progress during the youth’s length of stay; requests additional information as necessary; evaluates the progress review team’s recommendation.
Prepares written reports developed in accordance with established procedures which analyze gathered information identifying the additional time that a youth must remain in residential placement and explaining the clear and convincing evidence supporting the panel’s determination that the youth is in need of additional rehabilitation from TJJD and why residential placement will provide the most suitable environment for that rehabilitation.
Casts votes regarding the release, extension or discharge of youth based on objective assessments conducted in accordance with established procedures; recommends options for consideration by other panel members and executive management; demonstrates the soundness of a vote or recommendation.
Coordinates and collaborates with other review panel members and program staff to ensure compliance with laws, regulations, policies, and procedures; serves as a subject matter expert to assist others in the development of program policies, procedures, and standards in accordance with program objectives and goals, including quality control measures relating to collection of documentation and the review process.
Personally communicates with parents/guardians, victims, persons representing the youth when requested to do so in accordance with established guidelines; exercises discretion to interview youth and other individuals who may have information relevant to the youth’s rehabilitation needs.
Reviews requests for reconsideration of a Panel decision; prepares or assists with preparing written replies containing an explanation of the Panel’s decision to parties requesting the reconsideration.
Assists with developing management and operational reports, including special projects and non-routine reports, for planning and program improvement purposes, as needed for legislative analyses, compliance reviews, and quality assurance, and to provide relevant information to executive management.
Consults with executive management, facility administrators, progress review teams, and youth advocates to resolve problems, identify training needs, and discuss program effectiveness; recommends improvements to processes and assists with developing action plans to improve processes.
Collaborates with departmental staff in meeting established objectives and goals; shares information, identifies concerns and trends, resolves problems, identifies training needs, and recommends improvements to resolve problems or enhance operations.
- Performs all duties in compliance with agency safety policies and procedures:
- Reports safety hazards and corrects hazards when possible.
- Completes required documentation in the event of an accident/injury within requested time frames.
- Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.
- Will be required to travel up to 50% of the time.
- Actively embody and support the Texas Model 2.0 by demonstrating its core values in daily tasks and interactions with others.
Qualifications
Minimum Qualifications
Bachelor’s degree with major course work in business, public administration, criminal justice, social work, education, behavioral science, or a related field. Five (5) years of full-time wage-earning experience that may be any combination of the following: experience with youth or adults in a residential setting, treatment or correctional program; experience as a parole officer, probation officer, case manager, social worker, or human services specialist; or experience in coordinating or monitoring services or programs for juveniles or at-risk youth. The Release Review Panel Member Reentry Specialist must have worked directly with youth in in preparation for reentry to the community within eighteen months prior to appointment.
- PREFERRED QUALIFICATIONS
- Three (3) years of experience working with youth involved in the Texas juvenile justice system.
- Experience and Education Substitutions:
- Completed course hours of graduate study may be substituted for up to two years of experience on a basis of 12 graduate course hours for one year of experience.
- Experience requirements may be satisfied by the prorated part-time equivalent.
- Note: Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be obtained from an accredited educational institution.
