Job Description
The Railroad Commission of Texas (RRC) seeks a senior Data Analyst to perform highly advanced (senior-level) data analysis and documentation supporting the agency’s Technology Modernization initiatives (including Mainframe Transformation and LoneSTAR). Work is data-centric: profiling and mapping data, documenting source-to-target (S2T) transformations, analyzing root causes of data defects, defining data quality controls, and creating dataflow/lineage documentation across SQL Server, Oracle, and mainframe/legacy sources.
The analyst collaborates with product owners, SMEs, DBAs, ETL engineers (SSIS/ADF/Informatica), and reporting teams (Power BI/SSRS) to translate business needs into requirements, specifications, and testable acceptance criteria, ensure accurate and timely extracts/loads, and support audit-ready reporting. Work is performed under limited supervision with considerable latitude for initiative and independent judgment.
This position will be responsible for data analysis and documentation in the implementation of multiple inter-related projects (including implementation of software applications in Software as a Service (SaaS) or Commercial off the Shelf (COTS), migration of data from the mainframe to the new systems and building a Data Warehouse). Assessment of existing Mainframe Transformation business analysis processes, implementation of any necessary improvements to these processes, and monitoring/enforcement of the processes to ensure deliverables and materials are produced and maintained in accordance with newly established processes and procedures, are of consistent quality, and use accepted business analysis methodologies. Make assignments and tracks work of other team members or completes individual assignments as needed. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions
- Assess and improve program analysis/process standards (with emphasis on data mapping, lineage, and reconciliation); monitor adherence and quality.
- Elicit and document data and reporting requirements (KPIs, filters, aggregations, cadence, delivery channel) and translate into functional/data specifications.
- Produce and maintain data profiling results, Source to Target mapping documents, business rules, transformation logic, and data dictionaries for ETL/ELT (SSIS/ADF/Informatica) between SQL Server/Oracle and legacy/mainframe sources.
- Create and maintain end-to-end dataflow and lineage diagrams (current-state and future-state) covering staging, integration, and presentation/reporting layers.
- Define and execute data quality controls (row-count checks, checksums/hashes, referential integrity, threshold/exception reports) and drive root-cause analysis for data issues.
- Partner with ETL and app teams on incremental/CDC strategies, load windows, and performance considerations; validate loads and reconcile with sources.
- Support reporting and analytics deliverables (Power BI/SSRS): field definitions, semantic model requirements, and validation of calculations/filters against business rules.
- Plan and facilitate UAT for data changes and reports (test scenarios, expected results, sign-offs); coordinate remediation of defects and re-tests.
- Contribute to cutover/runbooks for data migrations; track issues/risks and maintain auditable documentation in SharePoint/Confluence/Azure DevOps.

Qualifications
Minimum Qualifications
- Bachelor’s Degree from an accredited four-year college or university, preferably with major coursework in information systems, computer science, business, or a related field.
- 10+ years of progressive experience as a Data Analyst on enterprise IT projects, including hands-on requirements, data mapping, profiling, lineage, and documentation responsibilities; experience may be concurrent.
- Planning, developing, and implementing projects or maintenance activities.
- Experience may have occurred concurrently.
- Experience and education may be substituted for each other on a year-for-year basis.
Preferred Qualifications
- Experience with the RBDMS platform.
- Experience dealing with regulatory processes; for example: permitting, inspection, and/or licensing.
- Experience with process improvement strategies and methodologies.
- Experience with test planning and implementation strategies, particularly user acceptance testing.
- Proven ability to lead change and design more efficient processes.
- Proven ability to resolve conflict and deal with challenging situations.
- Advanced SQL proficiency (SQL Server and/or Oracle) for profiling, validation, and reconciliation; fluency with ERD/relational modeling, normalization, keys, and indexing.
- Demonstrated experience working with ETL/ELT teams and artifacts (SSIS, ADF, and/or Informatica): reading/writing S2T specs, documenting transformations, validating loads.
- Proven ability to define data quality rules and execute reconciliation/exception analysis; deliver root-cause findings and corrective actions.
- Strong technical writing skills and proficiency with Visio/diagramming; experience maintaining auditable artifacts in SharePoint/Confluence/Azure DevOps.
- Experience facilitating UAT for data/reporting deliverables (test design, execution tracking, sign-off).
- Oil & gas/regulatory domain experience and/or familiarity with RBDMS data models.
- Experience bridging mainframe/hierarchical data (e.g., VSAM/IMS) into relational structures and documenting the mappings.
- Exposure to Power BI/SSRS (semantic modeling concepts, DAX basics, report validation) and Snowflake or Azure analytics services.
- Familiarity with MuleSoft/GoAnywhere and file-based integrations, including scheduling, controls, and reconciliation.
- Experience with process improvement methods and change management for data-centric projects; prior leadership of analysis standards.
- Scripting for analysis/automation (e.g., Python or PowerShell) and experience with data catalog/lineage tools.

- Knowledge of systems and procedures used to evaluate a third-party vendor’s performance.

Miscellaneous Requirements:
- Ability to work a consistent schedule such as Monday-Friday, 8AM – 5PM Central Time with occasional flexible hours, after hours, weekends, and holidays.
Note: Salary will be determined based on education and experience.
- Work Hours: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained.
