Job Description Summary

The Procurement and Logistics Manager is responsible for organizing and optimizing internal and external logistics activities related to the sites under their charge, as well as procurement operations in the cluster and their various sites/countries. The Regional Project Procurement and Logistics Leader will work closely with the project team to ensure the right support at the tender stage, and manage the project execution from procurement and logistics perspective. He/She will be responsible to provide the best delivery in execution in term of time, budget and quality.

He/She is responsible for the procurement processes and tools application decided from central team in coordination with operational leaders of the cluster/region. He/She will be responsible for the tool deployment and associated performance improvement.

This position works closely with following stakeholders: Contract Admins, Project Managers, Sourcing, Quality, Tendering, Engineering, Finance and Project Control.

Job Description

Job-Related Activities

  • Guarantee the allocation and availability of necessary spaces and resources within the cluster.
  • Ensure smooth material flows, controlling lead times for availability, inventory, work-in-progress, and logistics costs.
  • Supervise the receipt and shipment (physical and IT) of materials.
  • Oversee and manage material flows (provision, storage, etc.).
  • Ensure supplier deliveries comply with orders in terms of deadlines, prices, and quantities.
  • Ensure procurement is carried out in accordance with conditions negotiated by the buyer with suppliers.
  • Ensure compliance with quality standards and procedures.
  • Ensure that non-conformities (orders, receipts, invoices) are addressed promptly.
  • Oversee operational management of the logistics subcontractor (KPIs, steering committee, audits, etc.).
  • Participate in drafting the Logistics Specifications and selecting the external service provider.
  • Manage logistics operational tools and processes to deliver orders/projects on time, with quality, contractual commitments, and customer satisfaction.
  • Centralize and resolve operational disputes with the subcontractor until complete resolution.
  • Draft operational procedures for the teams under their supervision.
  • Manage and optimize inventory (discrepancy management, periodic consumption, inventories, etc.).
  • Administer IT tools related to logistics.
  • Implement the customs policy defined by the company and ensure compliance with required standards (obtaining certifications, document archiving, etc.).
  • Monitor customs regulations and technical developments.
  • Establish procedures for operational teams (procedure writing, country sheets, customs codes, etc.).
  • Prepare necessary customs declarations in coordination with finance and operations teams.
  • Monitor and ensure the consistency of transmitted information.
  • Actively support commercial and operational teams in setting up appropriate logistics and customs schemes for each situation.
  • Manage the handling and testing tools (cranes, etc.) and ensure their optimal and shared use.
  • Ensure the completion of assembly/disassembly, wiring/unwiring, and shipment operations for projects, as defined with project teams.

Lead, Organize, and Manage Activities

  • Communicate and anticipate strategy, challenges, changes, training, tool needs, alerts, feedback, etc.
  • Translate company objectives into operational goals and define execution methods.
  • Organize the team’s activities independently and ensure their monitoring.
  • Analyze activity performance, ensuring compliance with regulations and safety, quality, and environmental procedures.
  • Report on activities to align with budget constraints.
  • Promote collective problem-solving in the team and foster collaborative working conditions.
  • Monitor developments related to their activity and ensure their implementation/application.
  • Deploy continuous improvement methods within their team.
  • Ensure and guarantee the safety of their employees.
  • Create conditions for work-life balance and lead by example.
  • Develop their internal and external network by coordinating with all departments (management, sales, internal control, quality, etc.).
  • Provide necessary support to the team for operational activities in case of difficulties.
  • Cooperate with their team and proactively suggest optimizations or improvements in their area.

  • Define technical, organizational, commercial, administrative, and financial guidelines for operational staff at the different sites under their responsibility.
  • Deploy and adapt strategies, methods, and tools to meet the direction set by decision-makers.
  • Drive the adaptation, evolution, and growth of the services they oversee.
  • Manage and coordinate resources and means.
  • Seek buy-in from multiple stakeholders across a broad scope.

Internal Links:

  • Interact at all management levels and within the cluster leadership team.

  • Act as the main contact for the customs administration for the unit.

c) Specific Professional Skills

  • Engineering/business admin degree or equivalent relevant experience.
  • In-depth knowledge within the area of engineering and project business in T&D/Energy/Grid/substation automation
  • Significant experience in project operations covering large-scale and complex project management teams, supply chain, engineering, and field services.
  • Leadership experience of 10+ years in projects, procurement, logistics or sourcing.
  • Customer orientation: "Propose the most suitable solution to meet the needs of internal or external customers."
  • Ability to work proactively and autonomously.
  • Organizational, planning, and anticipation skills.
  • Ability to communicate, present arguments, and influence with pedagogy and diplomacy according to the audience.
  • Leadership knowledge.
  • Ability to lead and support their team through change.
  • Ability to work in a team within a matrix organization with multicultural partners.

  • Analytical and synthesis skills.
  • Knowledge of labor legislation in the countries of the cluster within their scope.
  • Willingness to travel frequently within the cluster and to different sites.
  • Fluency in English, German and/or Polish is a plus.

D) Ehs Prerequisites

  • Analyze EHS needs (PPE, tools, etc.) and organise supply for the equipment in coordination with the EHS representative, the enginering and service leader of the cluster.
  • Must comply with company policies and GE procedures, especially those related to integrity and diversity, intellectual property, and EHS.
  • Must ensure that work is performed safely and that appropriate training has been completed before performing tasks.
  • Has the duty to raise an alert in case of risk, accident, or injury.
