Position Description
Performs moderately complex timekeeping and payroll functions. Assists with all payroll processing and timesheet review, as well as related payroll recording and reporting functions. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.
Essential Duties:
- Preferred Qualifications (optional): List any additional licenses/certifications, specific experience, or knowledge/ skills/abilities that would make an applicant more successful.
- Processes payroll transactions in accordance with applicable regulations, policies, and procedures; research critical transactions and recommends alternative solutions.
- Maintains appropriate payroll processing controls
- Communicates and coordinates with staff and external entities to research, explain, and/or resolve complex payroll, leave, tax, or retirement-related questions and issues; ensures the correct interpretation and application of various laws, codes, rules, accounting controls, and other matters pertaining to payroll operations.
- Processes payroll and verifies accuracy of hours to be paid.
- Assists with preparing system for monthly overtime payroll, completing the fiscal year end leave conversion process and granting/refreshing system screens to update employee system access.
- Provides assistance and responds to district and division time administrators and/or employees with functionality and procedural payroll questions and issues.
- Assists with managing and clearing daily system exceptions.
- Assists with audits for on and off cycle payrolls.
- Performs other job duties as assigned
Minimum Qualifications:
Education: Bachelor's Degree in in business, public administration, finance, accounting, or a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience: 1 year of experience in time and labor, payroll, accounting, or related work experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
Preferred Qualifications:
- Bachelors degree in Finance, Accounting, Economics, Business Administration, etc. highly preferred.
- 2 or more years processing Payroll.
- Experience using PeopleSoft or similar software to process payroll.

Competencies:
Proficient skill in -
- Payroll processing and related reporting including 941 reporting, W-2 and 1099 processing
- Analyzing payroll projects and tasks, prioritizing setting goals and meeting payroll deadlines.
- Time and labor, timekeeping and related reporting and resolution
- Maintaining effective working relationships with internal and external customers
Ability To -
- Adjust to changing workplace demands
- Maintain confidentiality and protect the privacy of state employees, taxpayers, and other members of the public.
Physical Requirements And Working Conditions:
- Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
- Sitting - prolonged periods of time
- Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
