Senior Business Analyst - Oracle Risk and Compliance team
Permanent/ Fixed Term Contract/ Secondment
Grade 5 - £41,511 - £49,764 - Consultation grade - subject to formal evaluation under the Pay Equity Review

About the Role
We’re looking for an experienced Senior Business Analyst to take a lead role in managing and improving Birmingham City Council’s Oracle Fusion environment — with a particular focus on Risk Management Cloud (RMC) and Access Control. You’ll ensure our systems remain secure, compliant, and aligned with the needs of the business, while supporting ongoing system development, upgrades, and process improvements.
Key Responsibilities
- Oversee user access, security, and incident response for Oracle Fusion applications.
- Conduct risk assessments, analyse incidents, and implement mitigation strategies.
- Lead access management governance, ensuring compliance with security and audit requirements (e.g. GDPR, SOX).
- Collaborate with IT Security, Finance, HR, and Procurement teams to resolve access issues and drive process improvements.
- Identify opportunities to enhance system efficiency and develop best-practice guidance.
- Manage testing, updates, and change control for Oracle Fusion developments.
- Provide expert advice, training, and support to Business Process Owners and end users.
- Support delivery of Oracle Fusion-related projects that improve reporting and user experience.
About You
You’ll be a proactive and detail-driven Business Analyst with solid experience in Oracle Fusion (ideally including Risk Management Cloud), access management, and information security. You’ll combine strong analytical and stakeholder management skills with the ability to drive continuous improvement and ensure system compliance in a complex organisation.
