Under the direction of the HR Operations Manager this position will be responsible for providing subject matter expert for Classification and Compensation services to the agency. The position will handle all aspects of employee personnel and classification actions to ensure compliance with ADHS policies and federal and state regulations while providing instruction, guidance and excellent customer service to employees, managers, and human resources professionals. Functions including processing justifications to fill, conducting salary analysis, draft and/or review position descriptions and classification and compensation actions. Partnering with the agency Business Partner to ensure accuracy and timelessness of submissions as well as complex issues of confidential nature. Will also serve as a back up for the agency generalist. Provide accurate and consistent interpretation of Federal and State Personnel laws, Department of Administration rules and ADHS policies and procedures. The position provides oversight of the Human Resources (HR) strategies, actions, activities and functions within multiple divisions. This position exercises considerable discretion and judgment when interacting and communicating with internal agency staff;

This position utilizes a hybrid work environment with up to 2-3 days of remote work contingent upon business needs. Candidates should apply with an ability and willingness to work in-office up to five days per week during training.

Job Duties:

Senior subject matter expert for Classification and Compensation, provides expert level technical analysis and review. Partnering with the agency Business Partner to ensure accuracy and timelessness of submissions as well as complex issues of confidential nature. Conducts quality assurance reviews for all personnel, classification and requisition actions submitted. Maintains confidential records/documentation related to all personnel actions. Accurate date entry into the HR systems.

Prepares updates, establishments, and reallocation packets for submission. Reviews and completes PD requests submitted by Hiring Managers, Management, and HR Business Partner. Tracks all HR actions submitted for timeliness and completion. Works closely with a variety of entities, Payroll, other personnel agencies/offices.

Reviews and submits Justification to Fill Request Forms for approval and processing. Ensures positions are authorized to fill; reviews for accuracy, checks for updated PD on file.

Participate in large scale Classification and Compensation projects of varying complexity, sensitivity, providing analysis, and making recommendations at a professional level. Assist with special projects as assigned

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
- HRIS systems Theories, concepts, principles and techniques of all functional areas of position classification under the State Classification Plan; State government organization, operation, processes and procedures; rules and regulations sufficient to appropriately interpret and apply to classification and compensation issues and merit system principles. Project management; data analysis;
- The structure, functions, mission, objectives of all major and most medium/small state organizations (department or agency or commission or board) and their relationships obtain and evaluate related compensation to other state organizations; Personnel rules data and Fair Labor Standards Act, as amended; Human Resources Management principles and practices; the Human Resources Information System (HRIS) payroll/personnel data system Principles and practices of modern organizational development.
- Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies.

Skill in:
- Effective written communication skills to produce detailed, clear and concise audit reports in support of determined. recommendations or compensation reports Excellent oral communication skills in presenting and defending recommendations Research and analytical skills sufficient to compile supporting information from a wide variety of sources, and to organize facts and draw clear and logical conclusions Interpersonal skills in developing and maintaining effective working relationships. Team leadership. Basic math and algebra to obtain and evaluate related compensation data. Researching, collecting, and analyzing data and reports; developing and implementing various improvement initiatives. Leading initiatives and standing up programs in the areas of talent management, change management, and/or continuous improvement; training/facilitation including curriculum design, development, and delivery; communicating with and serving a diverse customer population; making informed decisions/recommendations; planning, prioritizing, and completing multiple tasks; and maintaining a high degree of confidentiality.

Ability to:
- Analyze specific problem situations and determine acceptable solutions within the framework of laws, rules and regulations; perform research, collect and analyze data
and report information; demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes and work operations, decrease turnaround times, streamline work processes and work cooperatively and jointly to provide quality seamless customer service; demonstrate continuous effort to improve operations and streamline work processes Understand, explain and apply state and federal personnel laws, as well as, state and agency rules, procedures and policies respond to a wide range of personnel inquiries and situations with accuracy and diplomacy. information for non-technical audiences; establish and maintain interpersonal relationships; effectively adapt to multiple/ changing priorities; conduct research; and
generate reports.

Selective Preference(s):

Bachelor’s Degree in Human Resources or closely related field and two years experience as an Intermediate Human Resources Analyst or equivalent experience.
