Capstone is seeking a strategic yet hands-on Vice President, Talent Acquisition & HR Business Partner to strengthen our recruitment efforts and build scalable talent infrastructure. This role will report to the Head of HR, and work closely with our Lead Recruiter - who focuses on prospecting and candidate outreach -to design and execute a best-in-class recruitment system that supports Capstone’s continued growth.
This role will own the full recruiting lifecycle for assigned open roles, optimize HR processes and HRIS (Workday), and build new programs for university and early-career hiring. This role blends execution with design: ideal for someone who loves building structure, creating systems, and partnering directly with leadership to elevate how we hire and grow talent.
Key Responsibilities
Talent Acquisition:
- Manage recruitment process end-to-end, including sourcing, interviewing, coordination, scheduling, and feedback management.
- Build, maintain, and continuously expand a robust talent pipeline to meet the firm’s growth objectives.
- Identify and target key talent pools, including professionals from policy backgrounds, government agencies, trade associations, Capitol Hill, and consulting firms.
- Collaborate with hiring managers to define ideal candidate profiles and actively source top-tier candidates through LinkedIn, Handshake, and other platforms.
- Integrate and strengthen our HRIS (Workday) recruiting functionality, ensuring seamless data flow and reporting.
- Train and support hiring managers to ensure interview consistency and quality of hire.
- Track recruiting metrics and candidate data to identify bottlenecks and drive continuous improvement.
- Manage recruitment for levels, from Associate through VP roles, ensuring a consistent and high-quality candidate experience.
University & Early Career Recruitment
- Design and launch Capstone’s college and early-career recruiting strategy - including partnerships, events, and internship pipelines.
- Coordinate the Associate Program’s recruiting cycle, ensuring a smooth and structured experience.
- Partner with HR team and business leaders to ensure junior talent receive high-impact work, mentorship, and clear career progression.
Hr Business Partner & Systems:
- Serve as a strategic HR partner to business leaders, providing guidance on talent management and workforce planning.
- Drive HR system strategy and administration, including HRIS management, reporting, and analytics to support data-driven decision-making.
- Implement and optimize HR processes across recruitment, performance management, succession planning, and employee development.
- Monitor workforce metrics and KPIs, providing insights and recommendations to improve engagement, retention, and overall organizational effectiveness.
- Support change management initiatives and ensure smooth adoption of new HR systems and processes.
Qualifications
- Proven experience recruiting in consulting or professional services industries, with a solid understanding of the policy consulting sector and its talent requirements.
- Experience managing programs for junior talent, including Associate Programs, internships, and early-career pipelines.
- Proficiency with applicant tracking systems (e.g., Greenhouse) and candidate relationship management tools (e.g., Yello, Handshake, LinkedIn Recruiter).
- Established network and experience recruiting from public policy, government, Capitol Hill, trade associations, and consulting sectors.
- Demonstrated success recruiting for mid- to senior-level positions in fast-paced, high-growth environments.
- Strong HR systems knowledge and experience using data to drive decision-making.
- Exceptional interpersonal, written, and verbal communication skills.
- Strong organizational, prioritization, and time management abilities.
- Self-motivated with the ability to work independently and exercise discretion in sensitive situations.
Education & Experience
- Bachelor’s degree required; advanced degree preferred.
- Minimum of 5 years of full life cycle recruiting experience, with at least some HRBP or HR systems exposure.
- U.S. citizen or permanent resident eligible to work without sponsorship.
