Program Summary
KBR leads the government services world contingency market by providing responsive, full-service logistics support to forces deployed around the world under the Logistics Civil Augmentation Program contract (LOGCAP). KBR’s enduring mission support of the LOGCAP program dates back to 1992 when we served as the contract’s original prime contractor. Job Summary
We are seeking an experienced Senior HR Generalist with a strong background in strategic and operational Human Resources to join our team in Romania. The ideal candidate will bring at least 10 years of HR experience across multiple disciplines, including employee relations, workforce planning, compliance, compensation, and recruitment. This role will serve as a trusted advisor to both management and employees, ensuring alignment between HR practices and business objectives. The selected candidate will be located in Constanța area in Romania.
Roles And Responsibilities
- Partner with management to provide strategic HR guidance, supporting talent acquisition, organizational design, and change management initiatives.
- Ensure company policies, processes, and documentation comply with Romanian labor laws, occupational safety and health regulations, and statutory contributions (retirement, social fund, etc.).
- Act as a key liaison for HR matters between employees, management, Romanian government agencies, and HR leadership.
- Lead employee relations activities, including conflict resolution, disciplinary actions, grievance handling, and performance management guidance.
- Support talent acquisition efforts with end-to-end recruitment, ensuring timely and high-quality hires, following established processes and procedures.
- Oversee onboarding and offboarding processes, ensuring smooth employee integration and compliant exit procedures.
- Collaborate with the Operational Support Office Workforce Planning / Talent Acquisition team and external payroll providers to ensure accurate and timely payroll administration.
- Advise management on labor law matters, employment practices, and workforce-related risks; recommend proactive solutions.
- Develop and implement HR programs and initiatives that foster engagement, retention, and career development.
- Maintain accurate HR data, analytics, and reporting to support decision-making and compliance requirements.
Basic Qualifications (Required Education, Experience, Skills, and Certifications)
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- Minimum of 10 years of progressive experience in Human Resources, with significant exposure to employee relations, labor law compliance, talent acquisition, and payroll processes in Romania.
- In-depth knowledge of Romanian labor legislation and ability to advise management on compliance and employee relations matters.
- Solid understanding of payroll processes, including taxation, deductions, and benefits administration.
- Demonstrated ability to balance strategic HR support with hands-on execution.
- Strong problem-solving, organizational, and analytical skills.
- Excellent communication, interpersonal, and stakeholder management abilities.
- Proven track record of building trust and credibility with employees, managers, and external agencies.
- This role requires a daily contact with local employees and English-speaking diverse workforce.
- Advanced in English proficiency: Must be able to speak, read, and write in English at an advanced level.
- Fluency in Romanian and possessing an unrestricted right to work and reside in Romania.
