KBR leads the government services world contingency market by providing responsive, full-service logistics support to forces deployed around the world under the Logistics Civil Augmentation Program contract (LOGCAP). Job Summary
The Laborer Superintendent provides overall leadership and direction for labor services across construction and maintenance projects. This role is responsible for planning, organizing, and supervising labor crews and subcontractors to ensure compliance with contract requirements, schedules, budgets, safety, and quality standards. The Laborer Superintendent plays a critical role in project execution by aligning workforce planning with operational needs, monitoring labor productivity, and supporting continuous improvement in processes and performance.
Roles And Responsibilities
- Provide leadership and oversight of labor services to ensure compliance with contract requirements, schedule, cost, and quality standards.
- Collaborate with project managers, engineers, and other supervisors to plan and coordinate labor resources for construction and maintenance projects.
- Evaluate labor service execution for compliance with design data, safety standards, budgets, and timelines, advising the project team of risks, impacts, and corrective actions.
- Develop and implement organizational structures and processes required to execute labor services effectively.
- Supervise and mentor foremen and labor crews, setting expectations, monitoring performance, and providing coaching for improvement.
- Oversee subcontracted workforce performance to ensure adherence to contractual obligations and company standards.
- Monitor and enforce safety programs, including orientations, indoctrinations, toolbox talks, and daily safety briefings.
- Maintain short- and long-range labor plans, ensuring alignment with project objectives and discussing deviations with senior leadership.
- Monitor labor costs, crew sizes, manpower mix, and wage compliance; develop staffing and equipment requirement plans.
- Ensure adherence to quality control standards, conducting inspections and driving corrective measures when needed.
- Interface with logistics and supply personnel to ensure timely availability of materials, tools, and equipment.
- Prepare and present reports to senior leadership on labor status, cost performance, risks, and corrective actions.
- Promote employee morale and professional growth through regular communication, performance evaluations, and training.
- Perform other related duties as assigned.
Basic Qualifications (Required Education, Experience, Skills, and Certifications)
- High School Diploma or equivalent required; Bachelor’s degree in Construction Management, Engineering, or related field preferred.
- Minimum of 7+ years of directly related experience, including at least 3 years in a supervisory or management role.
- Proven experience as a superintendent, general foreman, or similar leadership role in construction or maintenance projects.
- Strong knowledge of labor management, construction practices, safety regulations, and quality standards.
- Demonstrated ability to manage budgets, schedules, and manpower planning.
- Excellent leadership, communication, and interpersonal skills with the ability to guide and motivate diverse teams.
- Strong organizational, problem-solving, and decision-making skills.
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook).
- Intermediate in English proficiency: Must be able to speak, read, and write in English at an Intermediate level.
- Fluency in Romanian language and unrestricted right to work and reside in Romania.
Preferred Qualifications (Preferred Education, Experience, Skills, and Certifications)
- Prior experience in U.S. Government contracting or LOGCAP environments.
- Familiarity with U.S. Department of Defense construction and labor compliance requirements.
- Experience developing staffing, equipment, and resource plans in large-scale projects.
