Bachelor’s degree in Electrical Engineering, Telecommunications, or a related field.

  • Position Title: Spectrum Engineer

Location: Arlington, VA

Travel: 50%

Position Summary:

The Spectrum Engineer will play a critical role in managing and optimizing radio frequency spectrum resources. This position requires a deep understanding of spectrum management, radio frequency analysis, and regulatory compliance. The Spectrum Engineer will ensure effective communication strategies and interoperability among the organization's components and key partners.

Key Responsibilities:

  • Review and provide comments on spectrum policy and plans.
  • Assist in coordinating and managing radio frequency spectrum resources.
  • Conduct internal and external reporting in accordance with applicable regulations.
  • Assist in developing frequency plans to meet new communications requirements and improve interoperability methodologies.
  • Develop and recommend frequency changes to eliminate technical incompatibilities and reduce interference.
  • Perform engineering radio frequency analyses, including coverage and interference assessments.
  • Ensure mission-critical reliability, minimal electromagnetic interference, and optimized use of assigned spectrum.
  • Maintain compliance with NTIA, FCC, and TIA/EIA-603 standards for spectrum integrity and radio system performance.
  • Conduct detailed propagation analysis and spectrum engineering using tools like Comarco/EDX, Hertz Warfare, Spectrum-E.
  • Attend engineering syncs and provide updates on frequency acquisition efforts and cross-agency deconfliction progress.
  • Support the research, identification, analysis, recommendation, and acquisition of spectrum assignments.
  • Conduct spectrum analysis using NTIA’s Spectrum XXI database and SPITFIRE propagation modeling.
  • Recommend optimal frequency pairs for TACCOM field divisions and prepare frequency requests.
  • Ensure spectrum conformity with P25 trunked and conventional voice/data systems.
  • Utilize tactical planning tools like Motorola’s Unified Event Management (UEM) and RadioSoft ComStudy for channel planning.
  • Format plans for NTIA submission and ensure compliance with DHS Interoperable Communications Technical Assistance Program (ICTAP) guidance.
  • 25-50% travel required.
