About The Job:
The Credit Risk Oversight Manager (or Technical Secretariat) supports the BBVA U.S. Risk Committee (US RC) by ensuring that client reports and credit transactions submitted for approval are aligned with BBVA Group Global Risk Management (GRM) policies, procedures, and both U.S. and E.U. regulatory standards.
Main Responsibilities Include:
- Establish and manage the agenda of Risk Committees, ensuring all topics are duly documented and discussed.
- Draft, safeguard, and archive committee minutes, capturing technical opinions, member feedback, and final decisions.
- Verify that all credit requests and decisions are documented, comply with internal and regulatory requirements, and respect established credit risk frameworks (including leveraged lending, asset and concentration criteria).
- Ensure compliance with committee governance (quorum, presidency, decision scope).
- Respond to queries from business and risk units regarding the admission circuit and scope of decisions.
- Oversee the review and monitoring of risk ratings, credit quality, portfolio trends, and concentration limits.
- Coordinate with global and local Technical Secretariats and GRM Holding Committees for escalations requiring Head Office approval.
- Lead the design, deployment, and monitoring of corporate tools and models (e.g., rating models for low-default portfolios, Financial Program definition of risk appetite).
Academic Background:
- Bachelor’s Degree in Finance, Business, or a related field.
Experience:
- Over 10 years of experience in credit risk management and risk admission processes.
- Deep expertise in Global Risk Management policies, BBVA proprietary systems, and ECB/U.S. regulatory frameworks.
- Experience leading strategic initiatives in risk assessment and portfolio management.
Languages:
- Fluent in English; Spanish is highly advisable.
Technical Knowledge:
- Expertise in credit risk assessment and monitoring, including counterparty risk, portfolio quality, and regulatory compliance.
- Strong command of BBVA-specific tools and processes.
- Proficient in Microsoft Office (Word, Excel, PowerPoint).

With respect to this position in our Houston Office, the expected base salary ranges from $125,000 to $140,000. It is not typical for offers to be made at or near the top of the range. Salary offers are based on a wide range of factors including relevant skills, training, experience, education, and, where applicable, certifications obtained. Market and organizational factors are also considered. In addition to salary and a generous employee benefits package, successful candidates are eligible to receive a discretionary bonus.
