About the Role:
The Strategic Governance Clerk (SGC) is a role within the Self Government Branch that supports governance operations for the Provisional Council of the Métis Nation of Ontario (PCMNO), the Executive Committee, the Finance and Audit Committee (FAC), and the MNO Cultural Commission (MNOCC). Key responsibilities include scheduling meetings, preparing meeting material, taking minutes, tracking action items and resolutions. The SGC also ensures that branches and implementation leads provide timely updates to motion minute reports (MMRs) for the PCMNO, MNO Annual General Assemblies (AGA), and other key governance committees as required.
The SRC oversees the MNO record matrix and collaborates with the PCMNO, Provincial Secretaries, senior leadership, and branches to ensure that actions and updates are properly recorded. The SGC works with the Chair, Vice-Chair, and C-Suite to develop a PCMNO meeting and workshop schedule, establish clear timelines, and follow standard operating procedures (SOPs) to ensure meeting materials are provided on time, speakers are secured, and post-meeting follow-up is completed.
What you will be doing:
• Governance operations management includes providing governance support mainly to the PCMNO, Executive Committee, FAC, MNOCC and the AGA, including scheduling of PCMNO meetings and workshops.
• At request draft established governance processes and standard operating procedures.
• PCMNO Agenda Preparation via Nation Builder include tracking agenda items continuously and finalizing meeting agendas and public facing agenda in collaboration with the Chair, Vice-Chair, and C-Suite.
• Collaboration & Communication responsibilities include regular coordination with Executive Assistants (EAs), Events, Communications, Community Relations (CR), and other teams to ensure smooth operations and clear communication.
• Branch Briefing Notes & Updates include working with Directors and Managers to collect briefing notes and project updates for PCMNO meetings.
• Record of Decisions (ROD) Management by regularly meeting with Directors and Managers to follow up on RFAs and Resolutions to ensure accurate tracking and implementation.
• Ensure ROD for PCMNO and AGA is consistently updated and accurately reflects progress on action items and resolutions.
• Drafting meeting Minutes and summary for PCMNO, FAC, MNOCC, and AGA meetings, ensuring accuracy and professionalism. This Includes bulletin for town halls and timely distributing a meeting summary after every PCMNO meeting for posting on MNO website.
• Prepare and share meeting books (via BoardEffect) with participants ahead of PCMNO, FAC, MNOCC, AGA meetings.
• Prepare the Motions Minutes Report (MMR) and submit it to the Secretary-Treasurer for review and approval. Once approved, ensure it is circulated to Community Council Presidents.
• Onboarding and integration of new PCMNO members, coordination and management of the process in consultation with MNO Administration.
• Input updates as they are received and share the updated ROD with C-Suite.
• Attend in-person, whenever possible, all PCMNO, Executive, FAC, and MNOCC meetings, including partnering with Senior Executive Assistant to the CEO for coordinating travel, logistics for meetings, and manage audio-visual, virtual or in-person meeting platforms.
• Confidential systems & records management includes managing BoardEffect, maintain the MNO record matrix, and the filing repository in the U:Drive providing access to authorized users.
• Provide training or guidance to staff and PCMNO members on the use of BoardEffect and other record management tools.
• Develop work plans, key deliverables, timelines, quality measures, and action plans with clearly identified priorities.
• Research and prepare detailed and accurate reports, briefing notes and presentations.
• Smooth execution of Webinars by assisting with coordinating All Leadership townhalls, and All Citizen townhalls, leadership meetings, and other webinars as required.
• Promotes the values of the organization within the workplace and in the community by demonstrating positive and professional relationships with others (employees, citizens, council, volunteers, advocates, etc.)
• Reports all unsafe conditions, hazards or practices, accidents and incidents in accordance with the Occupational Health and Safety Act and adheres to all Health and Safety requirements within the MNO’s policies and procedures and provincial legislation.
• Performs other job/branch-related duties as required.
Qualifications:
• Strong desire to act in the service of the Métis Citizens, to advance and uphold rights and culture
• Masters Degree OR University Degree + Professional Designation (Completion of a Master of Public Administration (MPA), Master of Public Policy (MPP), or Master of Public Affairs or similar.
• 5 to 7 years of experience in a political core governance operation (or comparable) position
• A high degree of technology literacy and proficiency in standard office equipment.
• Advanced communications skills, both written and verbal.
• Demonstrated ability to balance completion of own work with that of the team, superior organization skills and time/priority-management
• Demonstrated ability to motivate a team to accomplish objectives
• Demonstrated ability to solve conflicts and to manage challenging situations
• Basic understanding of applicable employment law legislation
• Strong research and analytical skills.
• Strong project coordination, including the design and implementation of project work-plans.
• Superior organization skills.
• Highly detail-oriented.
• Demonstrated ability to manage competing demands and assess changing priorities.
• Demonstrated ability to assess situations and problem-solve independently.
• Demonstrated ability to work alone/independently with minimal supervision.
• Demonstrated ability to write high quality evidence and data-based reports and professional presentations.
• Demonstrated ability in operate in busy governance atmosphere.
• Demonstrated ability to quickly acquire and expand knowledge and to be flexible in a demanding and dynamic environment.
• Experience in employee life cycle activities: recruitment, training, coaching for performance, discipline, and termination
• Experience in conflict management
• Experience designing and implementing project work plans
• Previous experience dealing with confidential information
Preferred:
• Knowledge of Métis-specific and broader Indigenous political landscape
• Demonstrated ability to manage busy multi dimensional and multi divisional atmospheres with proficiency in the use of software solutions (would be considered an asset).
