We are a high-profile multi-stakeholder national programme, supporting Public Service Reform through delivering property efficiencies across the Scottish public sector.  

The Property and Construction Division (PCD) within Scottish Procurement and Property Directorate (SPPD) plays a key role in transforming property management across the public sector estate. The division leads on the Single Scottish Estate (SSE) programme, which supports a more efficient approach to public sector property management, optimising costs and estate footprint, enabling the delivery of excellent public services and providing staff with great places to work. This role sits within the PMO of the SSE team within the division, which supports the delivery of the programme. 

This role will maintain the standards for programme and project management within the SSE Programme, with particular emphasis on project management of Location Based Reviews (LBRs) across Scotland.  It will provide programme support to the SSE Programme Manager and Programme Director, as well as the SSE SRO as required, to assist them successfully deliver on their responsibilities. This role includes the implementation and sharing of best practice as well as the development and application of procedures, tools and techniques in order to ensure consistency and the effective running of projects within programme.

Responsibilities
  • Ensure delivery of the SSE workstreams and projects through clear and effective PMO standards and processes and support SSE Project and Workstream Leads to deliver on respective plans.
  • Delivery of the overarching SSE Programme Plan for areas of responsibility.
  • Provide quality Project Management to Location Based Reviews (LBRs) and the projects that flow from them, including ensure timescales and budgets are managed appropriately.
  • Ensure projects within the SSE programme develop and maintain appropriate project documentation e.g. Business Cases, Project Plans, Risks and Issues Logs, Lessons Learned reports in line with PMO quality standards and ensure ongoing management of them.
  • Ensure projects follow a governance framework in accordance with SSE Programme standards and established practice, including assurance of the development of stage gate documentation.
  • Monitor and analyse project information, reporting progress, slippage and highlighting areas of risk and opportunity to the Programme Manager and via programme/project governance routes.
  • Work collaboratively with a range of stakeholders across the public sector, including Scottish Ministers estate bodies and local authorities, and always promote the objectives, vision and benefits of SSE.
  • Line managing and providing guidance to the Project Officer.
Qualifications Project Managers should have or be working towards a specialist qualification. Generally, this will mean APM’s Project Management Qualification (PMQ), PRINCE2 or Axelos’s Managing Successful Programmes (MSP), Practitioner Level (or equivalent specialist qualification).Success profile Success profiles are specific to each job and they include the mix of skills, experience and behaviours candidates will be assessed on. Technical / Professional Skills:
