Job Description
The Senior Procurement Manager plays a crucial role in managing the procurement process for goods, services, and construction contracts.
Procurement Strategy Development:
Develop a comprehensive procurement strategy aligned with project objectives, schedule requirements, and budget constraints, considering factors such as risk management, sustainability, and regulatory compliance.
Contracting Methodology Selection:
Evaluate and select the most appropriate contracting methodologies for various project components, such as design-build, construction management at-risk, or other innovative procurement approaches, considering project complexity, scope, and delivery requirements.
Bid Package Development:
Prepare bid packages and procurement documents, including requests for quotations (RFQs), and prequalification criteria, ensuring clarity, completeness, and compliance with project specifications and procurement regulations.
Vendor Prequalification and Selection:
Develop criteria for vendor prequalification and selection, evaluate vendor qualifications, experience, financial stability, and capacity to perform, and manage the vendor selection process in accordance with project requirements and procurement policies.
Contract Negotiation:
Lead contract negotiations with selected vendors, subcontractors, and suppliers to establish favorable contract terms and conditions, pricing structures, delivery schedules, and performance incentives, ensuring alignment with project objectives and risk allocation.
Risk Management:
Identify potential procurement risks and develop mitigation strategies to minimize project delays, cost overruns, and contractual disputes, incorporating risk management principles into procurement planning and execution.
Compliance and Regulatory Oversight:
Ensure compliance with applicable laws, regulations, and procurement policies governing public procurement processes.
Bid Evaluation and Award:
Coordinate the evaluation of vendor proposals, bids, and qualifications, facilitate the selection process with project stakeholders, and recommend contract awards based on evaluation criteria, performance considerations, and best value principles.
Vendor Performance Management:
Monitor vendor performance against contract requirements, key performance indicators (KPIs), and quality standards, identify performance issues, and implement corrective actions as necessary to maintain project schedule, quality, and cost objectives.
Subcontractor Management:
Manage relationships with subcontractors and suppliers, negotiate subcontract agreements, coordinate subcontractor activities, and ensure timely delivery of goods and services in accordance with project requirements and specifications.
Document Control and Reporting:
Maintain accurate records of procurement activities, contract documents, correspondence, and approvals, and generate regular reports on procurement performance, budget utilization, and contract status for project management and stakeholders.
Knowledge Transfer and Lessons Learned:
Capture lessons learned from procurement activities, document best practices, and disseminate knowledge to project team members to enhance future procurement processes and project delivery outcomes.
Team Leadership and Collaboration:
Work collaboratively with other department leads (Project Controls, Technical, Construction) during the delivery of the Project; work collaboratively with the Contracting Authority during all stages of the Project; and foster a collaborative and high-performance culture within the Procurement team.
Work Conditions:
The position will be based at Don Mills Area, North York, with regular visits to the site offices as required.
This role will require working closely with diverse teams of engineers, architects, contractors, and legal professionals to ensure the project stays on track.
Required Skills and Competencies
- 15 years’ experience with at least 8 years’ experience in leading the procurement process for major capital construction projects including rapid rail transit.
Pmac Or Equivalent.
- Experience with the procurement required for large scale infrastructure projects.
- Experience with preparing, negotiating, and awarding major project contracts.
