Position Overview: The Division of Educator Data, Research, and Strategy (EDRS) provides analytical leadership and support for departments across the Office of Educator Systems and Support. EDRS supports the Educator Preparation, Certification, and Enforcement (EPCE) department in the collection, reporting, and analysis of data related to the preparation and certification of educators, the oversight of educator preparation programs (EPPs), and the State Board for Educator Certification (SBEC). The PREP Allotment sub-group sits within the EDRS-EPCE unit.
The Data Analyst for PREP Allotment plays a key role in producing data insights for programs connected to the Prep Allotment, which are mandated from House Bill 2 passed in 89th legislative session. Reporting to the Director of Data and Research for the PREP Allotment, the person in this role writes SAS code to extract and transform data sets for delivery to external and internal clients. They develop and maintain key reporting deliverables providing accurate information about initiatives for monitoring and continuous improvement. This analyst builds and updates reports, dashboards, and other data products using Microsoft Office, PowerBi, Smartsheet, and other software tools. The analyst also develops, revises, runs, and troubleshoots SAS programs to systematize data cleaning and analysis. The analyst leverages Extract-Transform-Load (ETL) techniques to optimize data pipelines in the production of data, which is described above. The person assists defining, developing, and implementing data standards, developing quality measures using data, and building procedures to efficiently store and document data. With moderate oversight, this person proposes and implements necessary changes to improve data quality and ensure that reports are efficiently produced and replicable. The analyst works under general supervision with moderate latitude for the use of initiative and independent judgment.

- Essential Functions

1. Client support: Datasets and Reports: Design, develop, test, and execute SAS code to query, compile, and manipulate data required for PREP Allotment client units. Perform complex analysis on the relationships between data, build data visualizations, interpret findings, identify data patterns, and communicate results and key insights to respond to identified client unit(s). Support the creation of all necessary state, federal, and internal reporting, including Public Information Requests
2. Client support: Data Collection tools: Design, develop, test, and implement data collection tools including surveys and forms using software such as Qualtrics and Smartsheet's. Review and manipulate collected data using SAS and Business Intelligence Software to identify trends, generate insights, and present key findings to identified client units
3. Client support: Strategic Advising: Serve as an essential partner to identified client units, guide decision-making and align EDRS collaborations with clients' needs and goals
4. Quality Assurance: Conducts quality review of data sets and other analytical products created or received by the EDRS - EPCE unit, acting on feedback from other team members to systematically improve data and visualization products
5. Documentation: Develop, implement, test, and document technical work related to the EDRS-EPCE unit and other internal projects within TEA. Maintain data governance standards, management tools, usage guidelines, and any storage procedures
Qualifications
- Minimum Qualifications
- • Education: Graduation from an accredited four-year college or university
- • Experience: At least three (3) years of experience in data analysis, research, compilation, and/or reporting work
- • Substitutions: An advanced degree may substitute for two years of required experience
- Other Qualifications
- Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
- Experience working with large data sets and educational systems are preferred
- Knowledge of statistical procedures used in the analysis of data sets
- Skill with software & programming languages used for statistical analysis and database interaction, including SAS, SQL, and other applicable programming and statistical languages and packages
- Experience using Qualtrics to design surveys and the ability analyze findings based on responses
- Expertise in developing engaging visualizations of data using Business Intelligence software, PowerBI preferred
- Experience with designing, generating, and updating high-quality reports suitable for a range of audiences based on user requirements
- Ability to plan, organize, and manage multiple work streams using project management techniques with general supervision
- Experience with analyzing systems and procedures to identify improvements to data production, data reporting, or data analytics
- Communicating clearly, effectively, and appropriately, both verbally and in writing
- Ability to compose, review, and edit technical documents
- Proficient at interpretation and application of guidelines, policies, procedures, laws, and regulations
- Experience with Texas education data preferred
- A desire to self-reflect, give & receive feedback, and continuously improve
- Experience in maintaining effective working relationships with a variety of individuals and groups
