The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. Position Overview: The Division of Educator Data, Research, and Strategy (EDRS) provides analytical leadership and support for departments across the Office of Educator Systems and Support. EDRS supports the Educator Preparation, Certification, and Enforcement (EPCE) department in the collection, reporting, and analysis of data related to the preparation and certification of educators, the oversight of educator preparation programs (EPPs), and the State Board for Educator Certification (SBEC). The PREP Allotment sub-group sits within the EDRS-EPCE unit.

The Systems Analyst for Preparing and Retaining Educators through Partnerships (PREP) Allotment plays a critical role in providing usable, useful, and timely data required for the execution of PREP Allotment programs, which are mandated from House Bill 2 passed in 89th legislative session. Reporting to the Director of Data and Research for the PREP Allotment, this person uses SAS, SQL, PowerBi, Excel, Smartsheet's, Visual Basic, and other tools to ensure strong data collection practices and transparent communication of data with internal and external stakeholders. This analyst leverages data expertise to build requirements and prioritize improvements in collaboration with key intra-TEA teams to construct and continuously improve the relevant data infrastructure. This professional designs and executes quality assurance processes to ensure accurate and repeatable result. In addition, this expert various software tools to provide timely communication of data related to ESAs and other initiatives of the Authorizing department. The person makes use of Smartsheet and other specialized TEA systems to manage their own project load. This professional works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

  • Essential Functions

1. PREP Allotment Data Coordination: Design, implement, update, document, and standardize processes related to PREP Allotment data to meet statutory and technical requirements; this includes writing and revising SQL queries and SAS Programs, using Visual Basic, Excel, and Citrix Sharefile to efficiently share data with external stakeholders, and Microsoft Word to document requirements and technical processes; manages work independently with minimal oversight.
2. Subject Matter Expert for ECOS IT: Serves as Subject Matter Expert for the Educator Certification Online System from the PREP Allotment team including providing requirements on additions to the system that ensure data reliability and validity; coordinates with Information Technology team and other EPCE units using Jira and Microsoft Azure to create and revise existing procedures for required reporting related to certification; serves as the principal point of managing priorities from the EDRS team and collaborating with other EPCE units to properly prioritize work; provides data reporting and analytics perspective to ensure that data tables are easy to use and data are valid upon collection.
3. PREP Allotment Data Infrastructure: Develop, implement, document, and improve data infrastructure to support the efficient reception, storage, packaging, and transmission of PREP Allotment-related data, including SharePoint, AWS, ShareFile, and Smartsheet's, and Microsoft Office; leverages feedback to calibrate and improve the system; produces and stores data in EDRS-EPCE data warehouse using existing standards and processes.
4. Quality Assurance: Conducts quality review of data products developed within EDRS; acts on feedback from other EDRS - EPCE team members to systematically improve data and visualization products; ; website management quality control using Drupal and html

 

Qualifications

 
  • Minimum Qualifications
  • • Education: Graduation from an accredited four-year college or university
  • • Experience: At least four (4) years of experience in systems analysis and design work
  • • Substitutions: An advanced degree may substitute for two years of required experience
  • Other Qualifications
  • Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military 
  • Experience working with large data sets and educational systems preferred
  • Ability to plan, organize, manage, and execute multiple work streams and projects at a high quality with minimal supervision
  • Familiarity with interpreting Texas statutes, administrative codes, and written policies; Texas Administrative and Education Code preferred
  • Excellent writing and oral communication skills, including proficiency with documenting standards and procedures of work
  • Skill in using statistical software, including strong skills in SAS
  • Expertise with programming techniques and languages used in relational databases, including SQL
  • Experience in developing tools in business intelligence software, including Microsoft PowerBI, Microsoft Excel, and Smartsheets
  • Knowledge of documentation best practices
  • Experience with designing and generating high-quality reports suitable for a range of audiences including file and accessibility management
  • Experience with analyzing computer systems and procedures to identify areas for improvement
  • Knowledge of Texas Educator Preparation or School Finance systems preferred
  • A desire to self-reflect, give & receive feedback, and continuously improve
