Full Time

Provide contract administration support for existing renewable and conventional resource power purchase agreements and related contracts. Performs analysis and reporting of contract data, renewable performance, and related areas.  Works with Tri-State Member Systems in policy implementation related to distributed and local renewable resources. 

Note:
There is one position available and the position will be filled at one of two job grade levels: Power Supply Analyst job grade 9; or Senior Power Supply Analyst, job grade 10. This decision will be based on the qualifications and experience of the candidate selected, and Tri-State business needs at the time of hire.

  • Hiring Salary Range: $106,000-135,000
  • Power Supply Analyst 
  • Hiring Salary Range: $96,000-$121,000
  • Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education, and/or skill level.
  • Support analysis of proposals for new resources resulting from competitive bidding processes, assist with summary and presentation of data, and assist with organization of data received.
  • Provide contract administration support of existing renewable and conventional resource power purchase agreements and related contracts to include ensuring contractual compliance, development of operating procedures, optimizing terms and conditions, and monitoring ongoing contractual milestones and similar requirements.
  • Provide analytical support for various external and internal reporting requirements.
  • Responsible for renewable PPA tracking, reporting, operating procedures and related Renewable Energy Credit (REC) activity.
  • Administer and execute contracts with Member Systems to support implementation of Tri-State Board policies 115 and 117.
  • Support activities related to the development of Tri-State’s Electric Resource Plan and similar plans required of regulatory bodies.
  • Support input to Tri-State’s budget and long-term financial forecast.
  • Participate in ad hoc analytical requests. 
  • Prepare a variety of reports and presentations related to department initiatives and activities.
  • Develop, revise, update and maintain documentation of department processes and procedures for standardization and consistency in alignment with continual improvement and best practices.  
  • Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements.  Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety.  Must be familiar with, and comply with, all aspects of Corporate Policy C-54, Compliance.

Education And Training

  • Bachelor’s degree in Business, Economics, Finance, Engineering, Data Science or related discipline; or equivalent relevant experience.  Advanced degree preferred.

Knowledge, Skills, And Ability:

  • Familiarity with issues facing utilities including resource diversification, transmission, resource operating characteristics, and market operations. 
  • Ability to interpret board policy, public policy and regulatory requirements as they relate to resource decisions.
  • Familiarity with contract structure, language and provisions related to power transactions.
  • Must have strong analytical, quantitative, and economic evaluation skills.
  • Excellent oral and written communications skills.
  • Ability to establish and maintain effective working relationships.
  • Ability to research and analyze complex, technical data and prepare concise, accurate reports.
  • Ability to use Microsoft Office – with strength in using Word, Excel, and PowerPoint.

  • Willingness to travel as required. (Must possess a valid driver’s license.)
  • Must be able to demonstrate that he/she can perform all of the essential functions of the position.

Desired Job Qualifications

  • Experience in the electric power industry with knowledge of contract administration and generating resource analysis. 
  • Understanding contract drafting, analysis and negotiation as related to power transactions.
  • Financial reporting and analysis experience.
