Job Description

What You'Ll Do:

The HCM Senior Analyst serves as the Human Resource Coordinator for the Developmental Center and is responsible for leading and coordinating a wide range of human resources and labor relations functions. This position provides strategic guidance and technical expertise to the Superintendent, department heads, and staff, ensuring compliance with civil service law, collective bargaining agreements, and human resources policies and procedures.

Key Responsibilities:

Serve as the facility’s Human Resource Coordinator, overseeing implementation and processing of personnel actions, position descriptions, recruitment and selection, staff performance evaluations, and new hire training.

Conduct and coordinate employee orientation, review facility policies and procedures, and recommend updates to ensure compliance with agency and state standards.

Supervise and advise lower-level HCM staff on complex issues related to human resources programs.

Provide technical advice and consultation to the Superintendent and management on civil service, employment law, and human resources policies and rules.

Review employee investigations and disciplinary recommendations; prepare and advise Superintendent on appropriate corrective actions.

Represent the facility in disciplinary, grievance, unemployment, and Equal Employment Opportunity (EEO) hearings.

Serve as primary contact for labor relations and collective bargaining matters; provide interpretation and guidance on contract administration.

Respond to grievances at Step 2 and serve as chairperson of the local labor-management committee.

Review all staff performance evaluations for consistency, appropriateness, and compliance; act as second-level reviewer for appeals.

Plan and deliver training sessions for managers and staff on topics such as labor contracts, investigations, and performance evaluations.

Maintain ongoing communication with DODD Central Office divisions (HR-Labor Relations, Personnel, Benefits, EEO/Diversity Affairs, Workforce Planning).

Stay current on changes to human resources law, labor relations, and best practices through ongoing training and professional development.

Qualifications

3 years' experience in human resources. 
OR
Completion of undergraduate core program in human resources, business or public administration AND 12 months' experience in human resources. 
OR
1 years' experience as Human Capital Management Analyst, 64612. 
OR
Equivalent of Minimum Class Qualifications For Employment noted above.

Supplemental Information

Hourly wage will be paid at step 1, unless otherwise specified by collective bargaining agreement or rules outlined in the ORC/OAC.

The final candidate selected for the position will be required to undergo a criminal background check. Rule 5123-2-02, “Background Investigations for Employment,” outlines disqualifying offenses that will preclude an applicant from being employed by the Department of Developmental Disabilities.

The final applicant selected for this position will be required to submit to urinalysis prior to the appointment to test for illegal drug use. An applicant with a positive test result will not be offered employment.
