The Position:
You will lead the development of a comprehensive, costed National Condom and Lubricant Strategy (2025–2030), grounded in the findings of the 2024 CLS Review, and aligned with national and global HIV/STI prevention and family planning goals.
Following the assessment of the National Condom and Lubricant Strategy (2016–2020), Ghana has identified persistent challenges and gaps in condom and lubricant programming particularly in demand creation, coordination, market segmentation, M&E, and sustainable financing. The previous strategy’s implementation was uneven, with several activities partially or not implemented at all, and critical market studies (TMA, WTP, segmentation) still outstanding.
Condoms and lubricants remain essential commodities in Ghana's combination HIV prevention response, particularly for key and vulnerable populations including adolescent girls and young women (AGYW), sex workers, men who have sex with men (MSM), and people living with HIV. In line with the National HIV Prevention Strategy, Reproductive Health priorities, and the Global HIV Prevention Coalition (GPC) commitments, Ghana aims to develop a refreshed National Condom and Lubricant Strategy (2025–2030) that is inclusive, evidence-informed, and costed.
Specifically, this consultancy is to
- To synthesize key findings and recommendations from the CLS 2016–2020 review.
- To facilitate inclusive stakeholder consultations across public, private, and civil society sectors.
- To lead the drafting of results-focused CLS strategy, integrating market dynamics, demand creation, supply chain, and M&E.
- To develop a costed implementation plan with measurable indicators
You Will Report To:
Under the overall supervision of the Representative, guidance of the Deputy Representative and direct supervision of Head of the Reproductive Health Unit, the Individual Consultant (IC) will be expected to carry out the following:
- Review and synthesis: Analyze the CLS 2016–2020 review report, PSAT scorecard, and relevant documents including NSP, SCMP, GDHS 2022, and UNAIDS/GPC scorecards.
- Stakeholder Engagement: Organize and facilitate key informant interviews, TWG discussions, and validation meetings with stakeholders including GAC, NACP, MOH, FHD, UN agencies, CSOs, and private sector actors.
- Strategy Development: Draft a Condom and Lubricant Strategy (CLS).
- Costing and Implementation Plan: Work with Family Health Division (FHD) of the Ghana Health Service (GHS), Ghana AIDS Commission (GAC), National AIDS/STIS Control Program (NACP) and partners to develop a costed implementation and investment plan.

Qualifications And Experience:
- An advanced degree in Public Health, Sexual and Reproductive Health, Health Policy and Planning, Social Sciences, Pharmacy, or other related disciplines.
- consultant should have a minimum of ten (10) years of progressive experience in developing or implementing HIV prevention or sexual and reproductive health (SRH) strategies.
- Working with national governments or international development agencies on health sector policy and strategy development.
- Applying frameworks such as the Comprehensive Condom Programming (CCP) and Total Market Approach (TMA) and using tools like the Prevention Self-Assessment Tool (PSAT) or other evaluation instruments for HIV prevention.
- Applying gender-sensitive and vulnerable-population inclusive lens in strategy development.
- Strong analytical and report writing skills; ability to synthesize complex data into actionable insights.
