The Microsoft Open Innovation Center (MOIC), based in Strasbourg, France, supports the community of libraries, archives, museums, government agencies, and other knowledge institutions that are positioned to grow the corpus and stewardship of culturally and linguistically diverse data to enable technology to reflect the linguistic and cultural history of Europe. The MOIC is a part of the Open Innovation Team in the Intellectual Property Group at Microsoft. The Open Innovation Team builds legal and policy solutions to empower Microsoft and our customers, partners, and developers to deliver value through open innovation. 

As Director of the MOIC-Europe, you will lead and execute on the mission of the MOIC, aligning with Microsoft’s European Digital Commitments and Culture AI initiatives and will work closely with Microsoft’s Strasbourg AI for Good Lab. This opportunity will allow you to develop partnerships with knowledge institutions across Europe, design new partnership engagements, and support increased accessibility of open access datasets for AI innovation.

Responsibilities

  • Develop and manage partnerships with European libraries, archives, academic and cultural institutions to expand the corpus of linguistically and culturally diverse data and, where relevant, co-design initiatives with those institutions that support multilingual AI development. 
  • Build and operate grant programs to support the digitization of underrepresented European languages and cultural artifacts, this includes the administration of Azure grant allocations. 
  • Convene technical experts, institutions, data platform providers, funders, researchers and others to advance the corpus of linguistic and culturally diverse data as well as methods to make such data usable. 
  • Collaborate with internal and industry peers to explore making available high-quality, open-access datasets that further the mission of the MOIC. 
  • Inform and participate in European policy conversations pertaining to open data initiatives. 
  • Manage partnerships and grant programs; track milestones, budgets, and deliverables and develop a reporting framework to showcase progress with multilingual AI development and cultural data stewardship. 
  • Serve as the focal point for collaboration across the AI for Good Lab in Strasbourg and MOIC. 

Qualifications

Required Qualifications

  • Bachelor's Degree in Engineering, Data Science, Business AdministrationOperations, Finance, or related field AND Demonstable experience in product/service/program management or software developmentprocess management, government affairs, corporate affairs, corporate social responsibility (CSR), public policy or government,
  • OR equivalent experience.

  • Established relationships with European knowledge institutions. 

Preferred Qualifications

  • Master’s Degree in Business Administration, Operations, Finance, or related field AND extensive experience in program management, process management, government affairs, corporate affairs, corporate social responsibility (CSR), public policy, government OR equivalent experience.
