Description
The Foster Care Licensing & Recruitment Supervisor provides primary supervision of Foster Care Recruiter Trainers and oversees the recruitment, training, and licensing of Children’s Hope Alliance Foster Homes. This position oversees the recruitment and licensing of foster parents and is accountable for ensuring homes are trained and licensed according to accreditation, licensing, and regulatory standards. The position is responsible for the achievement of recruitment goals for the agency including growth through marketing, relationship development and targeted recruitment of qualified foster parents to provide Family and Therapeutic Foster Care, IAFT services and Professional Foster Parents. This position is accountable to ensuring key performance indicators are met for this department. This Supervisor is accountable to ensuring Children’s Hope Alliance values and principles are carried out in the program, this includes but is not limited to, fiscal responsibility, being outcome-driven, family & child centered, and mission oriented.
Principal Duties and Responsibilities
- Works with the Director and other foster care staff to identify targeted needs for foster parents across NC.
- Serves as a member of the department leadership team. Participates in leadership and operations meetings.
- Oversees development and monitoring of Targeted Recruitment Plans as well as Program Recruitment Plans.
- Utilize various marketing strategies to accomplish targeted recruitment goals, including local media, social media, flyers and community boards and existing foster parents.
- Actively recruits new foster homes for all foster care programs and supports community awareness of those programs.
- Establishes and maintains contacts with community stakeholders (schools, community organizations, service groups, churches) as a conduit for foster parent recruitment.
- Targets key groups and organizations to assist in identification of foster parents through presentations to the community, large scale recruitment events, and recognition events.
- Ensure that quarterly recruitment quotas are met for each supervisee.
- Serve as point of contact regarding state licensing guidelines, and provides leadership with updates to changes. Ensure compliance with Foster Parent Licensure Policy and Procedure and State and Federal laws.
- Provide needed support in the evaluation of suitability for foster care placement.
- Serve as an evaluator of homes, both new and on-going.
- Oversee and coordinate the training and onboarding of new foster homes.
- Ensure new homes complete licensing requirements within assigned timeframes and are supported throughout the training and licensing process.
- Coordinate annual and in-service foster care trainings required for ongoing licensure and license renewal.
- Optimize use of foster parent licensing software for new and renewal licensing. Ensure all renewal training is completed, and licensing is submitted timely for all eligible homes.
- Create and manage a data-driven team via a KPI dashboard.
Supervision Responsibilities:
- Provide guidance to Recruiter Trainers by coaching, motivating, training, and providing other development activities.
- Review and ensure staff complete all documentation and reports in a professional and timely manner.
- Prepare and conduct staff performance evaluations, including progressive discipline when appropriate.
- Engage in reflective supervision, characterized by active listening and coaching to support your staff in meeting developmental goals and strengthening their independent decision-making skills.
- Provide support and back-up to members of your team as needed.
- Review all license applications prior to submission.

Requirements
- Bachelor’s degree from accredited College in Psychology, social work, or related field and previous work experience in related field is required.
- Preferred three years’ child welfare experience (licensing experience strongly preferred).
- Preferred two years' supervisory/administrative experience.
- Skilled communicator and collaborator who enjoys developing relationships with colleagues and stakeholders
- Must value data and rely on it to drive meaningful change and improved outcomes.
- Ability to work independently while meeting Key Performance Indicators.
