Job Duties

The Virginia Department of Juvenile Justice (DJJ) protects the public by preparing court-involved youth to be successful citizens. DJJ is committed to excellence in public safety by providing effective interventions that improve the lives of youth, strengthening both families and communities within the Commonwealth.

DJJ is seeking a Community Placement Program QA Manager. This role will effectively plan, implement and manage a statewide network of Community Placement Programs and other alternative placement programs serving committed youth within local juvenile detention centers in order to ensure quality assurance and fidelity across programs. This role will also supervise a team of QA Specialists and a Detention Specialist.

Job responsibilities include, but not limited to:

  • Ability to work collaboratively across divisions with various levels of staff.
  • Ability to lead professional and interagency task groups.
  • Ability to develop and present training and technical assistance materials.
  • Ability to work well under pressure and handle multiple competing priorities.
  • Ability to implement supervision strategies of staff.

Minimum Qualifications

  • Comprehensive knowledge of juvenile justice systems, programs, and services.
  • Considerable knowledge of evidence-based programs and evidence-based quality assurance processes and tools.
  • Demonstrated ability to analyze and interpret data, reach logical conclusions, make recommendations, and develop action plans for program improvement and resource deployment.
  • Demonstrated ability to develop, implement and evaluate programming and procedures.
  • Demonstrated ability to train and coach staff in program implementation, practical application, and fidelity.
  • Demonstrated ability to implement and facilitate program monitoring processes.
  • Demonstrated ability to apply budget development, data collections and evaluation techniques.
  • Proficiency in Microsoft and other computer software including spreadsheets, word processing, databases, and presentation packages.
  • Demonstrated ability to communicate effectively orally and in writing.

Additional Considerations

  • Considerable experience and/or training in public administration, criminal justice, or a related field.
  • Considerable and progressive responsible supervisory, administrative experience in a juvenile justice field.
  • SPEP level one certification.
  • Considerable professional experience in program development and implementation, program evaluation, and providing technical assistance, including project leadership.
