Location: Hybrid, DC - Hybrid work arrangement with required onsite presence during core federal hours (Monday-Friday, 9:00 AM - 3:00 PM ET) and additional onsite coverage as mission dictates

About The Role:

The IT Acquisitions Analyst provides expert acquisition and procurement support for the customer Tech, ensuring that IT investments and procurements align with agency strategy, budget, and federal acquisition regulations (FAR). The Analyst will support all phases of the acquisition lifecycle—from planning through post-award monitoring and close-out—while assisting government staff with documentation, vendor management, and compliance oversight.

This role requires strong knowledge of the federal acquisition process, IT procurement requirements, and contract management best practices. The IT Acquisitions Analyst will partner with program managers, contracting staff, and vendors to deliver timely, cost-effective acquisition packages that meet the customer mission needs.

Roles & Responsibilities:

  1. Acquisition Lifecycle Support
  2. Post-Award and Vendor Management
  3. Compliance and Reporting
  • Perform acquisition support tasks across all phases, including planning, solicitation, award, administration, and close-out.
  • Prepare acquisition documentation, including acquisition strategies, acquisition plans, Statements of Work (SOWs), Statements of Objectives (SOOs), Performance Work Statements (PWSs), evaluation criteria, and Independent Government Cost Estimates (IGCEs).
  • Support FITARA reviews and ensure compliance with federal IT investment oversight requirements.
  • Assist with contract modifications, extensions, and option exercises as required.

2. Pre-Award Support

  • Conduct market research and vendor analysis to identify acquisition approaches that meet program requirements and budget constraints.
  • Draft requirements documentation and acquisition packages, ensuring accuracy and compliance with FAR and agency-specific acquisition policies.
  • Coordinate with program offices, acquisition staff, and vendors to finalize requirements and acquisition strategies.
  • Support source selection processes, including drafting evaluation criteria and supporting technical evaluation teams.
  • Provide vendor management support, including monitoring contract performance, compliance, and deliverables.
  • Track contract milestones, deliverables, and performance against requirements.
  • Assist government staff in preparing post-award reports, risk assessments, and corrective action plans when needed.
  • Support communications between vendors, program managers, and acquisition offices to ensure effective contract execution.
  • Ensure all procurement activities comply with FAR, HHS acquisition regulations, FITARA, and agency-specific IT acquisition guidance.
  • Monitor budget alignment, contract obligations, and financial execution to support fiscal accountability.
  • Provide timely updates, documentation, and reporting to the customer Tech leadership and acquisition oversight boards.

Preferred Professional Skills:

  • Experience supporting HHS acquisitions.
  • FAC-COR, DAWIA, or other federal acquisition-related certifications.
  • Knowledge of IT-specific acquisition practices, including cloud services, cybersecurity, and software licensing.
  • Experience with contract management tools, dashboards, or acquisition tracking systems.

Education/Experience Requirements:

  • Bachelor’s degree in business administration, Public Administration, Information Technology, or related field.
  • Minimum of 5 years of experience supporting federal acquisitions, preferably IT acquisitions.
  • Strong knowledge of the Federal Acquisition Regulation (FAR) and IT procurement policies.
  • Demonstrated experience preparing acquisition documentation (e.g., acquisition plans, IGCEs, SOWs, evaluation criteria).
  • Experience conducting market research and developing vendor analysis.
  • Strong organizational, analytical, and communication skills.
  • Ability to work collaboratively with federal program staff, contracting officials, and vendors.
