HORNE's Government Services focus area is searching for a qualified Assistant Construction Manager to assist with construction management for projects associated with federal grants and programs related to disaster recovery. Responsibilities include managing construction associates and working alongside a team of damage inspectors, lead-based paint inspectors, and asbestos inspectors.
This position is ideal for an energetic professional who will collaborate with a team of experts to achieve the common goal of completing all requirements for a compliant HUD CDBG-DR program.
The Assistant Construction Manager will assist in overseeing all components from damage assessment through final construction and inspection. Primary responsibilities include ensuring production, assigning work, interacting directly with program management personnel, performing QA/QC reviews on scopes of work and design activities, coordinating permitting activities, managing inspection staff, and ensuring GC draw requests are accurate and timely for invoicing.
The Assistant Construction Manager will maintain a complete understanding of all applicable program policies, requirements, and protocols.
Essential Functions:
- Work directly with the Construction Team and report to the Construction Director.
- Assist with oversight and management of GC-submitted scopes of work.
- Ensure accurate records are maintained for real-time reporting.
- Coordinate permitting activities with general contractors.
- Oversee and manage construction inspection staff.
- Perform QA/QC reviews on scopes of work and design activities.
- Verify GC draw requests for accuracy and timeliness.
Required Education and Experience
- Bachelor’s degree in construction, business, or a related field preferred.
- Minimum of 5 years’ experience in residential construction or a related field.
- Experience with Xactimate or other cost-estimating software preferred.
- Experience with CDBG-DR programs is a strong plus.
