The Directorate for Financial and Enterprise Affairs (DAF) helps governments build open and efficient markets and market institutions, combat market abuse and corruption, and promote international co-operation. It pursues this mission through five substantive Divisions whose teams provide member and partner countries with policy guidance and support in the areas of anti-corruption, competition, corporate affairs, financial affairs and international investment.

DAF is looking for an experienced, highly-organised, detailed-oriented Publications & Editorial Lead. Working closely with the Director’s Office and the DAF Communications Manager, she/he will responsible for overseeing the publication of more than 250 reports and papers per year in addition to DAF webpages, and for ensuring the implementation of policies and guidelines on publications and web. She/he will work in close coordination with a team of Communication Officers in DAF Divisions and will liaise with relevant teams in the OECD’s central Communication Directorate (COM).

Job Description

Main Responsibilities

Publications management and planning

  • Oversee the planning and production of all DAF publications, ensuring outputs are tracked and deadlines are respected through the use of a detailed publications calendar, working with communication officers across DAF.
  • Supervise editorial work and execute rigorous quality control. Ensure that all publications are in accordance with the OECD quality standards and guidelines, including consistent application of appropriate branding and visual identities.
  • Check and coordinate implementation of appropriate OECD translation rules and co-publishing contracts.
  • Advise on copyright issues,  publishing processes and formats, and other publications-related queries.
  • Maintain metrics on publications, including by publication types, Division and release timing, as well as download data to analyse impact of DAF publications. Contribute to strategic guidance in adjusting practices and approach as needed.
  • Work with the DAF Communications Manager on impact reporting and activity reports.
  • Coordinate with the COM Directorate on publication matters.

Editorial support (including on web formats)

  • Help to raise the profile of DAF work, working with authors, the Communications Manager and  Communication Officers in articulating impactful titles, abstracts, executive summaries and key messages for written outputs.
  • Provide communications advice, and proof-read relevant documents, webpages and written content.
  • Contribute to and suggest other written and web communication materials to highlight DAF expertise – including brochures, short contents and web pages.
  • Ensure use and application of OECD Style Guide in all materials.
  • Keep track of new web developments related to the OECD website, and share updates with web contributors in DAF. Help maintain OECD web pages and check quality of online content.

Capacity building and training

  • Train newcomers and staff on OECD Guidelines, publication and web tools and processes.
  • Support the  Communication Officers with their publishing-related responsibilities and grow their knowledge of OECD publishing.
  • Update and regularly distribute DAF publication guidance. Help to maintain DAF’s internal training and informational resources.
  • Maintain a roster of external service providers and advise Divisions seeking editorial, graphic design and other services to support publication production.

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree in a relevant field such as communications, journalism, international relations.

Professional Background

  • A minimum of eight years’ experience in communications and public affairs, journalism or publishing, preferably in an international environment.
  • Experience in commissioning and adapting content to make it accessible to a broad range of target audiences through a range of communication tools.
  • Proven ability to produce clear and engaging content both for reports and shorter web content.
  • Solid experience of web content drafting, and strong knowledge of online communication tools and methodologies (such as online monitoring, web analytics or other online measurement tools, search engine optimisation, and online marketing) to understand stakeholder / audience information needs.
  • “Digital fluency”: proven experience in designing content for and communicating in a digital environment. Ability to rapidly master new IT and communications technologies as they emerge.
  • Excellent knowledge of professional editorial standards, with experience in proofing, editing formatting and production of both webpages and reports.
  • Broad knowledge of the Directorate’s substantive work and of the substantive work of the OECD in general.

Tools

  • Excellent IT skills, including web tools and platforms, and other internet technologies. Familiarity with OECD corporate tools would be a definite advantage.
  • Experience with IT collaborative platforms (e.g. e-share, teams) would be an advantage. 
  • Strong understanding of key social media platforms (Twitter, Facebook, LinkedIn, YouTube, Slideshare) and their use.
  • Knowledge of graphic design and desktop publishing and design tools.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration

  • Open-ended appointment, with no foreseen end date.
