Job Summary:

The City of Birmingham is seeking a highly qualified Weights and Measures Inspector. This position is responsible for inspecting weighing and measuring devices, grocery packaging and advertising, and Universal Product Code (UPC) pricing systems used in commercial operations to ensure compliance with city, state, and federal laws and regulations. The Inspector will operate a city vehicle to travel to sites within the jurisdiction to conduct inspections and investigate complaints. Work is performed under the direction of the Planning, Engineering, and Permits Deputy Director and involves a high level of independence with limited supervision. The role requires strict adherence to policies and procedures, attention to detail, and accuracy in all inspections and reports. Weights and Measures Inspectors must be knowledgeable of applicable city, state, and federal laws and regulations and be able to interpret and enforce them effectively.

Minimum Qualifications:

The following are job-related qualifications that are required for employment consideration for this position:

  • Valid Driver'S License.

  • Experience providing information to the public to enforce/explain policies and procedures.
  • Experience using a computer to gather and organize documentation to prepare written reports.
  • Experience using weighing and measuring devices to determine if values are within established limits (e.g., checks calibration of retail and wholesale fuel pumps to ensure acceptable tolerance levels, checks calibration of flea market and pawn shop scales).
  • Willingness to repeatedly lift objects on the job weighing up to 50lbs.

Preferred Qualifications:

The following are job-related qualifications deemed desirable by the City of Birmingham. These qualifications may be considered by the hiring agency when reviewing applications and inviting candidates to participate in subsequent steps in the selection processes.

  • Alabama Weights and Measures Weighmaster License.
  • Five years of experience working with weights and measures related to unit pricing.

Typical Job Duties:

  • Completes administrative tasks relating to inspection activities, including completing inspections forms, maintaining test standards and weight kits, and follow-up communication with businesses to ensure the accuracy of tests and records are maintained.
  • Performs general inspection activities by reviewing equipment, taking measurements, using tools and equipment for a range of specific types of inspections to verify and ensure that the site is in compliance with local, state and federal regulations.
  • Conducts inspections on retail and wholesale fuel pumps by checking fuel tanks, pricing on pumps, and proper operation of pumps, to ensure proper calibration and compliance with applicable safety codes, ordinances and state laws.
  • Prepares for inspection activities by scheduling inspections, reviewing documents and planning for the inspection in order to gather all relevant information to conduct a successful inspection.
  • Conducts inspections of retail and wholesale packages and advertisements by testing scales, scanners, and pricing to ensure compliance with applicable codes, ordinances and state law.
  • Conducts inspections of store scales, scanners, point of sales systems and products by testing calibration and operation of scales to ensure compliance with applicable codes, ordinances and state law.
  • Completes inspection forms, providing the facility a copy of results and/or violations found and keeping the original for filing (noting any deficiencies and corrected actions to be taken) in order to pass on the information to the business and department.
  • Checks safety of retail and wholesale fuel pumps in order to ensure public safety.
  • Investigates complaints/requests for inspection and reports results to appropriate individuals to begin the correction process.
  • Plans, prioritizes, and organizes inspection times and dates to determine scope of work, and ensure appropriate and efficient use of time.

Physical Demands:

Job involves physical exertion required for sustained periods of light physical activity such as walking or standing, and at times requires stooping and kneeling. May involve lifting of items or objects weighing up to 50 lbs. Job involves the use and maintenance of calibrated measuring devices.

Work Environment:

Work is conducted both indoors in an office setting as well as during regular field visits to external places of business, such as convenience stores, grocery stores, pawn shops, and flea markets. Work involves use of standard office equipment, such as computer, phone, digital camera, copier, etc. Work involves the use of scales, fuel containers, and weights of various sizes.
