Organizational Setting and Reporting Relationship

The position of Evaluation Specialist is assigned to the Thematic and Country Division (IETC) within the Independent Evaluation Department (IED). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

You will report to Director, IETC and will oversee junior team members.

Your Role

As an Evaluation Specialist, you will lead/support country, sector, project, and technical assistance evaluations and validations, with focus on ADB's sovereign operations in public sector management, education, gender, health and social development. You will also contribute to higher-level evaluations—corporate and thematic—and other products, working collaboratively within assigned teams.

Your primary responsibilities include delivering high quality evaluations and generating credible evidence and applicable recommendations to strengthen ADB effectiveness, accountability, and learning. You will promote the use of evaluation findings both within the institution and externally and support the department's knowledge management work plans.

You Will:

  • Contribute to evaluation scoping, design, and planning, including theory of change, results chains, and frameworks.
  • Conduct desk reviews, portfolio analyses, case studies, and field missions.
  • Use mixed methods (qualitative and quantitative) and methodologies.
  • Collect and analyze primary and secondary data (interviews, surveys, focus groups, statistics).
  • Apply new data collection technologies and techniques, e.g., Artificial Intelligence.
  • Ensure evidence triangulation and maintain high data quality.
  • Contribute to sectoral and thematic analyses, e.g., climate, gender, and governance
  • Draft evaluation reports, working papers, and briefs with clear findings and recommendations.
  • Contribute to presentations, workshops, and learning events.
  • Support knowledge management and lesson uptake across ADB operations.
  • Ensure evaluations meet ADB and international quality standards.
  • Safeguard the independence, impartiality, and objectivity of evaluations.
  • Review and comment on draft evaluation and strategy and policy documents.
 

Qualifications

 

You Will Need:

  • A University degree in economics, development studies, or a related social science field, or in public sector management; preferably at the postgraduate level or equivalent.
  • At least 6 years of work experience in economic, sector and thematic development work, with expertise in at least one area such as governance, capacity development, gender, poverty, social monitoring, social protection, or social safeguards. Minimum of 4 years of operational experience in development, involving policy and technical dialogue and knowledge management.
  • Experience conceptualizing and evaluating complex development challenges and engaging in dialogue on these issues.
  • Experience with project, sector, and country/regional operations, including aspects such as country programs, institutional frameworks, strategies, policies, and outreach in developing countries.
  • Knowledge of important development issues, strategies, and policies, including the operational policies of multilateral and bilateral development institutions.
  • Knowledge in applied research with experience conducting country, sector, and project-level analyses, including operational, economic, social, technical, institutional, and policy dimensions, and macroeconomic and sectoral financial analysis.
  • Experience managing teams and planning activities.
  • Proficiency in oral and written English.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the interest of ADB that: (a) it will require Staff's blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
