Job description

The job holder will be required to carry out the following responsibilities, activities and duties: 

  • Ensure that a high quality and accurate service is provided to stakeholders, including operational prison staff, other NOMS subject leads, the Prisons and Probation Ombudsman and HM Chief Inspector of Prisons, prisoners’ legal advisers, professionals from other government departments and wider stakeholders. 
  • Act as a business as usual consultant (will be seen as a subject matter expert) and will be required to provide advice and guidance on all elements of the relevant policy to all stakeholders (e.g. Directors, senior managers, trade unions, Shared Services staff)  
  • Responsible for commissioning contributions for Government’s evidence from various stakeholders across the organisation, ensuring accuracy of the information from both policy and data provision perspective.  
  •  Devise the most effective and efficient way of developing and implementing national policies, communicating, engaging and consulting with a wide range of policy and operational stakeholders across the broader criminal justice system as well as within NOMS in order to maintain their confidence.  Taking responsibility for driving it forward
  •  Oversee the drafting of business cases and impact assessments  Consider requirements for any central monitoring arrangements for implementation working with relevant stakeholders to set up these up and ensure these are fit for purpose before final approval by the section head
  •  Draft briefing to NOMS senior leaders and Ministers.
  •  Oversee the drafting of responses to Ministerial correspondence and Parliamentary Questions and Freedom of Information (FOI) requests in relation to policies ensuring work is delivered according to deadlines and to an appropriate standard.   
  • Manage, coordinate and draft the response and defence to legal challenges concerning policies and their implementation liaising with relevant teams, legal advisers and Treasury Solicitors. 
  • Manage, coordinate and draft advice to Ministers and senior NOMS officials about issues connected to the Team’s policies, identifying issues that could damage the reputation of Minsters and the department and liaising with Press Office colleagues appropriately. 
  • Setting up projects, with appropriate governance arrangements to support the project, identifying risks and mitigating action and reporting on progress to senior managers and stakeholders.   
  • Undertake statistical analysis of data for reporting and briefing purposes. 
  • Provide support to the Head of Policy Team on the most complex and sensitive issues as required. 
  •  Oversee the drafting of formal instructions and practical guidance  The duties/responsibilities listed above describe the post as it is at present and is not intended to be exhaustive. Summary:

HMPPS Women’s Group plays a central role in supporting the design, development and delivery of systems, policies and interventions to promote better outcomes for women at all stages of the Criminal Justice System. Working across Government, and with key partners and stakeholders, our focus is on:

  • Intervening earlier and diverting women away from the criminal justice system where appropriate.
  • Reversing the decline in the use of robust community sentences for women.
  • Ensuring that those women who do need to be in custody are given the best chance possible to tackle the drivers of their offending and to contribute meaningfully to society.
  • Transcending the gap between custody and community to improve resettlement outcomes for women being released from prison. 

The Women’s Group is involved in work with Ministers, supporting the Parliamentary process, producing submissions, briefings and answers to Parliamentary Questions (PQs). In addition, the Women’s Operational Policy, Strategy and Community Team has specific operational responsibility for the Women’s Policy Framework and Operational Guidance, Mother and Baby Units across the Women’s Custodial Estate and the Women’s Estate Case Advice and Support Panel (WECASP).  

We are advertising Subject Lead role for Women’s Resettlement. This post sits Women’s Operational Policy Strategy and Community Team who are currently based in 102 Petty France, London.  As a national role minimum expectation would be to attend an office or workplace at least 60% of their time working in the office unless there is a reasonable adjustment. Applicants are welcome to apply on level transfer or on promotion. 

The post holder will be responsible for covering a range of duties as described in the job description, but each role will have a different focus:

The resettlement Policy Lead will focus predominantly on providing operational and policy insights, advice and support (including around quality and effective practice) in areas such as Pre-Release Boards, Women’s Recalls and Open prison transition. The role would also provide subject matter insights into the probation change programmes.

The post holders will also provide expert advice on behalf of HMPPS around ‘what works’ in relation to women involved in the Criminal Justice System, work with and influence a wide range of internal and external stakeholders and experts. 

Whilst this is a non-operational post, the role will require an extensive knowledge of probation delivery, and a keen interest in gender specific and trauma informed ways of working.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Standard full time working hours are 37 hours per week excluding breaks which are unpaid. HMPPS welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs.
