Job Summary
The Senior Manager leads the application development team for AML, Risk & Compliance Applications. The role owns the change portfolio and lifecycle—from roadmap to run—ensuring high-quality delivery, regulatory compliance (AMLO/HKIA GL3/AMCM/BMA), and disciplined governance across SDLC, change & release, testing, and evidence management. The Senior Manager partners closely with Compliance, Operational Risk, IT Security and business stakeholders to translate policy and control requirements into secure, auditable system behaviors while coaching team leads and vendors for consistent execution.
The Job
- Own and prioritize the AML, Risk & Compliance Applications roadmap and backlog across Screening, Customer Risk Rating and Transaction Monitoring/Case Management; align releases to business value, risk appetite and audit actions
- Establish and enforce SDLC discipline: complete, traceable and signed‑off deliverables (UR→FDS→TDS→tests), TIA, deployment readiness, and post‑implementation reviews
- Lead Change & Release governance: ensure risk assessment, back‑out plans, and timely CAB/eCAB approvals; track change outcomes and drive continuous improvement
- Embed AML/CTF and sanctions requirements into design, testing and operational controls; ensure documentation and MI satisfy AMLO/HKIA GL3/AMCM/BMA and Group policies
- Institutionalize bi‑weekly regression test packs and rules/threshold reviews; strengthen approval flows (Business + IT + Compliance) and close gaps from FCRM health checks
- Drive production reliability and data quality for AML‑critical fields; lead incident/problem management and permanent fixes; measure MTTR and defect leakage
- Provide people leadership: coach Senior Systems Analysts/Team Leads; set engineering standards and manage vendor SoW and performance
- Apply Group Project Governance and Delegation of Authority for changes in scope/cost/schedule; ensure accurate reporting to governance forums
The Person
- Bachelor’s degree in Computer Science/Information Systems or related discipline
- 10+ years in application development within financial institutions (insurance/banking), including 5+ years leading teams delivering regulated systems
- Proven expertise in SDLC governance (Waterfall/Agile), test management, and Change/Release Management in complex, integrated environments
- Working knowledge of AMLO, HKIA GL3 and relevant BMA expectations, with the ability to translate regulatory requirements into system and evidence designs
- Strong stakeholder management across Compliance, Operational Risk, IT Security, Data Governance and business functions; excellent communication and influencing skills
- Strong communication and stakeholder management skills, with the ability to influence at the executive level
- Business acumen to translate complex technical strategies into tangible business value
- Collaborative mindset with experience managing internal teams and external service providers
- Experience with AML/FCRM platforms such as Fiserv FCRM
- Comfort with audit/assurance practices, control testing, and evidence management
