ECS is seeking a Program Manager to work in our Arlington, VA office
We are seeking a Program Manager to lead delivery of a high-visibility Data Solutions Program in support of a federal agency’s mission. This role will oversee program strategy, execution, and stakeholder engagement to enable the agency to manage and use data as a strategic asset. The Program Manager will partner with government leadership, mission stakeholders, and technical experts to design and deliver data solutions that improve decision-making, drive operational efficiency, and ensure compliance with federal mandates.
Key Responsibilities
- Mission Alignment
- Translate the agency’s strategic priorities and data goals into actionable program roadmaps and delivery plans.
- Ensure program outcomes strengthen the agency’s ability to achieve its mission and serve the public.
- Program Leadership
- Provide overall leadership of the Data Solutions Program, ensuring quality, timeliness, and cost-effectiveness of delivery.
- Oversee a multidisciplinary team of consultants, analysts, and technical specialists.
- Manage program governance, risk, and performance reporting for senior stakeholders.
- Stakeholder Partnership
- Serve as a trusted advisor to federal clients, providing guidance on best practices in data strategy, governance, and solution delivery.
- Engage cross-functional stakeholders—including mission programs, IT offices, and external partners—to align priorities and resolve challenges.
- Facilitate collaboration across silos to develop enterprise data solutions with broad impact.
- Innovation & Improvement
- Promote modern data management practices, including cloud adoption, automation, advanced analytics, and AI/ML where appropriate.
- Identify opportunities to invest in scalable, sustainable data solutions that streamline processes and reduce costs.
- Drive a culture of continuous improvement within the program team and across the client environment.
- Accountability & Compliance
- Ensure all program activities adhere to contractual requirements, client expectations, and federal policies.
- Provide clear, accurate, and timely communication to client leadership and oversight bodies.
- Anticipate and mitigate risks to safeguard delivery of mission-critical outcomes.
- Must be a US Citizen
- Must be able to obtain a Public Trust designation
- 10+ years of related experience managing IT/technology projects
