About The Division

General Description

The Information Technology Division is seeking a seasoned professional to lead and oversee network systems analysis, architectural design, and operations management within the Agency’s Network and Voice Services section. This role requires expertise in Cisco technologies—including firewalls, VPNs, SD-WAN, ISE, wireless infrastructure, IDS/IPS, and web proxy solutions. The ideal candidate will also demonstrate proficiency in implementing Zero Trust and Security Service Edge (SSE) frameworks, deploying VMware micro-segmentation and secure overlays, and managing hybrid cloud architectures. A strong understanding of secure access controls, shared responsibility models, and the practical application of NIST SP 800-53 and CIS Benchmark controls is essential to ensure compliance and resilience across the enterprise network.

Work Hours

8AM to 5PM, 40-hour week, Monday – Friday, 40 hours with occasional evening, weekend and holiday hours possible. Hours may change based on business need.  

Teleworking may be considered if certain working conditions are met. The candidate must have permanent residency within the state of Texas and must be able to meet in office requirements, which can vary among different sections (i.e. report to office 1 day/month, 3days/week, etc.). Travel reimbursements are not provided for teleworking.

 

Qualifications

 

Minimum Qualifications

  • Bachelor's degree.
  • Eight (8) years of experience administering/supporting network and/or voice infrastructures.
  • Five (5) years of experience managing technical teams.
  • Experience overseeing and supporting the implementation of large Infrastructure projects and initiatives.

Preferred Qualifications

  • Bachelor's degree in information systems, computer science or related field.
  • Five (5) years of experience with contract management, negation and working with procurement and legal services.
  • Five (5) years of experience with Project Management.
  • Experience with Cisco technologies including Firewall, VPN, SD-WAN, ISE, and Wireless.
  • Experience with Zero Trust concepts and Secure Service Edge integration (Zscalar/Netskope).
  • Experience with IDS/IPS management, web proxy tools, and data leakage prevention
  • Experience with VMware virtualization, micro-segmentation, and secure overlays.
  • Experience with hybrid cloud architectures, secure access controls, and shared responsibility models (AWS Cloud and Outpost).
  • Experience with applying NIST and CIS controls to systems.
  • Experience communicating and presenting information directly to senior leadership.

Substitution

  • One (1) additional year of the full-time minimum experience in complex enterprise network management and administration may
  • substitute for the education requirement on a year for year basis up to 4 years (120 semester hours)

Licenses/Certifications (Preferred)

CCENT, CCNA, CCNP and/or CCIE

In This Role You Will:

  • Provides operations management, architectural design and systems analysis.
  • Designs, implements, and manages scalable, secure, and resilient network topologies spanning both on premise and cloud environments.
  • Analyze vulnerabilities and exposure across network layers and recommend mitigation strategies.
  • Collaborate with stakeholders to define network needs for applications, users, and services.
  • Ensures continuous and reliable monitoring of network for availability and performance.
  • Participates in the incident management escalations and ensures root cause analysis are completed as required.
  • Provides metrics, KPIs and other information as requested to leadership in a timely manner.
  • Ensures high availability, disaster recovery, and business continuity across all platforms
  • Architect modifications and enhancements and support technical and business needs of the agency.
  • Analyzes existing procedures for efficiency and effectiveness.
  • Leads and manages IT projects and audit responses.
  • Stays informed on latest developments in networking, security, cloud platforms and applications.
  • Utilizes agency ticketing system to enter and track problems and work requests.

Provides supervision and guidance to section employees.
• Monitors work performance, conducts evaluations for staff, develops competencies, and resolves employee issues according to agency policy.
• Serves as a role model, mentor, and motivator to employees.
• Demonstrates professional conduct and adherence to agency policies.
• Ensures the professional development of section personnel through activities such as classroom training, on-the-job training, online training job rotations, cross training and special assignments and projects.
• Oversees personnel management activities of the section including hiring staff, employee recognition and development, and disciplinary actions.
• Distributes and balances workload among employees in accordance with agency and division priorities as well as established workflow or essential functions.
• Instructs employees on specific tasks, job functions, and makes available instructions, reference material and supplies.
• Ensures employees are adhering to agency, division and sections policies, procedures, and accepted practices.
• Ensures employees are utilizing agency change management processes.
• Ensures employees are creating and maintaining documentation for system implementation, maintenance, technical how-to and troubleshooting procedures.
• Tracks employee statistics and provides timely feedback through progress reporting.

  • Develops and evaluates budget requests and serves as section Contract Manager.
  • Supports the development of procurement documents and evaluate vendor responses to solicitations.
  • Supports the establishment of service levels for the purpose of contract monitoring.
  • Evaluates the performance of vendors on contracts.
  • Supports the planning and submitting budget requests and justifications for both capital and non-capital expenditures for primary area of responsibility.
  • Implements comprehensive cost management and optimization strategies
  • Establishes cost visibility, accountability, and governance

Performs other duties as assigned.
