Position Summary
Performs highly advanced (senior-level) managerial work providing direction and guidance in budgeting and accounting, including regular updates to the Texas Cyber Command Chief. Work involves providing strategic budget and accounting direction, establishes programmatic goals and objectives; oversees the development and implementation of policies, procedures, and guidelines; establishes priorities, standards, and performance metrics for determining progress in meeting goals; coordinates and evaluates program activities and/or business functions; and reviews and approves budgets within a department or division. Supervises the work of the Budget Director, Payroll Officer, and Accounting Department. Works under the Chief Financial Officer with minimal supervision and extensive latitude for the use of initiative and independent judgment.
- Oversees the daily activities of the budget, payroll, and accounting departments. Provides direction, guidance and hands-on assistance as needed. Plans, assigns, and supervises the work of department staff. Oversees hiring process, assessment of training needs and opportunities, development of employee annual performance goals and conducts timely performance evaluations; Supervise all designated leaders in the Chief Financial Office division including the establishment of goals and development of standards for long term success. Establishes goals, objectives, and directs agency fiscal operations including accounting and budgeting in accordance with state requirements and agency strategic plan.
- Partners with the Chief Financial Officer to establish and direct the maintenance of efficient accounting systems for controlling, recording, and reporting agency financial information, with emphasis on ensuring the overall quality control and integrity of agency financial systems and information.
- Supports the agency strategic direction, overseeing the development and delivery of the agency Legislative Appropriations Request (LAR) and associated reporting directed by the LBB; oversees the development, implementation, monitoring, and ongoing reporting of Agency performance measures, as directed by the LBB; Oversees the development, implementation, monitoring, and ongoing reporting of Agency performance measures, as directed by the LBB.
- Oversees the development, implementation, and monitoring of the annual operating budget, including coordinating and evaluating ongoing program activities.
- Responsible for analysis and interpretation of expenditure patterns, budget projections, and financial position of the agency, including oversight of fiscal note preparation and analysis of proposed and/or new legislation to determine impact on agency financial position.
- Performs all aspects of managing the leaders in the Chief Financial Office division including the accounting departments, and the agency’s Payroll Officer, including hiring, staff development, conducting performance evaluations, developing, and updating job descriptions and plans, addressing training needs, and managing and reporting leave.
- Represents the agency at business meetings, hearings, legislative sessions, conferences, and seminars, as directed by the Chief Financial Officer. Prepares and presents financial and budget information to the agency’s management, prepares the Legislative Appropriations Requests, quarterly financial statements, the Annual Financial Report, and quarterly audit status reports.

Qualifications
Education
- Graduation from an accredited four-year college or university with major in accounting, finance, business, or related field.
- Additional work-related experience may be substituted for education on a year-for-year basis (High-school diploma or equivalent certificate required.)
Experience And Training Required
- Fifteen years of progressively responsible experience in financial management including the development and management of budgets, accounting, financial operations, and reporting
- Ten years of experience in a supervisory or management position in a financial environment
- Ten years of experience with Uniform Statewide Accounting System (USAS), Uniform Statewide Personnel/Payroll System (USPS), Centralized Accounting and Payroll/Personnel System (CAPPS), and the Automated Budget Evaluation System of Texas (ABEST)
- Five years of experience in financial operations of cost recovery and/or self-supporting programs
Experience And Training Preferred
- Experience in state governmental accounting and management, including experience with the State of Texas legislative budget processes and annual financial report processes
- Experience implementing business process improvements
- Experience implementing and maintaining automated Enterprise Resource Planning (ERP)/Financial Accounting Systems
Knowledge, Skills, And Abilities
- Working knowledge of accounting practices and procedures, to include generally accepted accounting principles (GAAP) and governmental accounting and financial reporting standards.
- Knowledge of cost recovery and rate setting practices.
- Knowledge of contracting and procurement best practices.
- Knowledge of the state of Texas’ Uniform Statewide Accounting System (USAS), Uniform Statewide Personnel/Payroll System (USPS), Centralized Accounting and Payroll/Personnel System (CAPPS), and the Automated Budget Evaluation System of Texas (ABEST).
