Asset Management and Maintenance-Facilities SOGR Delivery – Facilities Department is seeking a Station Facilities Project Compliance Officer to lead and deliver Stations and Bus Facilities State of Good Repair projects safely and cost-efficiently to meet operational needs, corporate standards, legislative requirements, and customer expectations.
What will I be doing?
- Oversees a team of project coordinators delivering State-of-Good Repair (SoGR) projects at station and bus facilities, and ensures the Customer Experience is not negatively impacted by these projects
- Reviews signage plans during design, makes recommendations to consultants and ensures construction signage complies with drawings/Metrolinx Signage Standards
- Continuously seeking out opportunities to improve the customer experience during the planning/design phase to ensure minimal Customer Satisfaction (CSAT) Issues during construction
- Builds relationships with the Transit & Operations Team and collaborates with Customer/Facility Duty Station Managers on issues/areas for improvement
- Contributes technical expertise for station facility infrastructure design projects, including reviewing construction and architectural design documents and drawings for project feasibility and identifying potential issues/risks that could impact the successful completion of the project, ensuring projects meet operational, maintenance and customer service needs.
- Coordinates the procurement process for the provision of third-party services and evaluates and selects successful bid proposals and participates in contract negotiations. Supervises Project Coordinators who manage specific “State-of-Good Repair projects” including contract management responsibilities, contractor performance and project deliverables of third-party contractors.
- Manages tracks and ensures proper project turnover/commissioning for all station facilities related projects, ensuring compliance with facility operating standards.
- Develops transit station and bus facilities capital forecasts for State-of-Good-Repair Projects and monitors and takes appropriate actions to meet budget commitments.
- Assists with the development of annual and long-range capital and operating
- Monitors facilities capital budgets and analyzes budget variances to calculate accurate contract volumes that reflect service requirements and delivery.
- Supervises the work performed by the maintenance contractors at assigned facilities and indirectly supervises front-line GO Transit employees working at assigned properties (e.g. specific station projects).
- Prepares and recommends quality control program policies and procedures and schedules and recommends facility modifications to ensure large scale capital projects meet facility operational standards.
- Works with Directors, Managers and Supervisors to coordinate facility and functional requirements, passenger requirements and amenities around the operation of transit facilities
- Coordinates with Provincial, Regional, and Municipal partners to assist with developing or updating operational and maintenance agreements around properties connected to ongoing transit facility projects.
- Works with external consultants/vendors to exchange information and provide advice and direction regarding all aspects of facility construction, operation, and maintenance
- Liaises with external agencies and transit properties to resolve invoice disputes and amend contracts and maintain good working relationships that protect Metrolinx’s interests.
- Consults with corporate technical groups (e.g. IT, Fare Systems, etc.) to ensure facilities run efficiently and effectively and meet the customer needs.
- Collaborates with regulatory bodies and agencies (e.g., Transport Canada and the Ministry of the Environment, Conservation and Parks (MECP) to obtain approvals and exchange information pertaining to projects where properties border their land (e.g. green land, conservation land, etc.).
- Develops and implement standardized facilities inspection and quality control procedures, and contract reporting deficiencies.
- Prepares and recommends quality control program policies and procedures and schedules and recommends facility modifications to meet facility operational standards.
- Defines and monitors safety inspections requirements (e.g. fire safety plans, evacuation plans), work procedures and quality control programs.
- Researches, prepares, and recommends maintenance and operational contract amendments (e.g. changes to work scope and prices) for construction projects.
- Completion of a degree in Architectural or Engineering or a combination of education, training and experience deemed equivalent.
- Demonstrated experience in construction/project management at transit facilities, quality control and project planning in a customer service-oriented environment.
- Knowledge of Metrolinx Signage Standards, including Wayfinding Standards, Signage Implementation Manual or experience deemed equivalent
- A valid Ontario Class “G” driver’s license with a good driving record is required.
- Sound knowledge of construction management and commissioning at transit facilities, contract models, techniques, methods and practices to plan and coordinate the preparation of facility specifications a range of construction projects, manages station facility construction projects and review construction and architectural design documents and drawings for project feasibility, identifying potential issues/risks that could impact successful project completion.
- Knowledge of quality control and assurance processes to prepare and recommend quality control program policies and procedures and schedules and identify and recommend corrective action on operational issues/risks.
- Knowledge of project management methods or PMP designation, techniques and principles to manage station facility construction projects including setting project priorities, plans/schedules, required resources, costs, budgets, risk management and timelines, from project start to close-out to meet operational, maintenance and customer service requirements.
- Vendor/contractor management to develop, administer and manage a high volume of complex, multi-faceted contracts and address non-compliance issues with contracts and agreements.
- Leadership skills to direct/supervise a team performing varied and complex activities
- Interpersonal and oral/written/presentation communication skills to coordinate and advise a wide range of internal and external stakeholders and address identified facility issues.
