Position Summary
The Budget Director plays a critical role in managing and monitoring the agency’s financial operations, ensuring fiscal integrity, compliance with Commonwealth regulations, and efficient budget execution. Reporting to the Director of Administration & Finance, the Budget Director supports core activities including budgeting, accounting, procurement, contract management, and financial reporting.
This role is ideal for candidates with solid government finance experience who excel at digging into details, improving processes, and keeping public dollars accounted for with precision and integrity.
Key Responsibilities
Budget & Finance
- Prepare routine budget reports and provide variance analysis using MMARS and CIW.
- Monitor expenditures across departments to ensure adherence to allocated budgets.
- Communicate and coordinate activities with external and internal stakeholders, including but not limited to the Executive Office for Administration & Finance.
- Assist in developing annual budget proposals and projections for review by senior staff.
- Execute revenue reconciliation, track receivables, and support monthly closing processes.
- Support federal or grant-funded programs by reconciling funds and preparing reports.
Procurement & Contract Management
- Ensure purchasing complies with state procurement policies; create purchase orders and process transactions in MMARS and COMMBUYS.
- Support contract lifecycle activities including drafting, reviewing, and logging vendor agreements.
- Liaise with vendors to resolve billing and payment issues.
Payroll & HR Interface
- Support payroll reconciliation and bi-weekly reporting.
Compliance & Internal Controls
- Uphold internal financial controls and assist with audits or risk assessments.
- Contribute to updates of the agency’s Internal Controls Plan (ICP).
- Maintain documentation for GAAP and statutory reports submitted to the Comptroller.
Preferred Qualifications
- 5+ years of professional experience in government finance or public sector budgeting.
- Working knowledge of MMARS, HRCMS, COMMBUYS, MBA, and relevant reporting systems.
- Strong attention to detail and ability to meet competing deadlines.
- Experience supporting both day-to-day operations and long-term financial planning.
- Excellent written and verbal communication skills.

Qualifications
Minimum Entrance Requirements:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
