Pay Range: $54,209-$87,277 FLSA Status: Exempt

This classification is safety sensitive, subject to random drug testing in accordance with the County’s Drug & Alcohol Policy. 

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. 

Manages, directs, and evaluates assigned staff; oversees employee work schedules to ensure adequate coverage and control; reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; and trains staff in operations, policies, and procedures. 

Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to department director. 

Plans, organizes, coordinates and manages code enforcement and compliance program: ensures enforcement of various local, state, and federal laws, codes and ordinances; manages code violation data, citations and citizen complaints; and facilitates and negotiates solutions regarding issues between communities, developers and businesses.  

Reviews and evaluates policy changes and amendments; evaluates impact of changes to codes, regulations and laws on work processes and citizens; briefs, advises and makes recommendations to senior and elected officials regarding code compliance and enforcement; and updates enforcement policies, procedures and strategies based on adopted changes.  

Assists with the development and administration of the annual budget; monitors expenditures to ensure compliance with approved budget; manages and reconciles funds generated through fines, liens, registrations, etc.; secures and manages code enforcement grants; gathers information and applies for granted funds; oversees project planning and task force sweeps; and generates and submits required reports. 

Oversees code compliance activities; maintains existing codes and ordinances; responds to citizen complaints and requests regarding code compliance operations; interprets code requirements; oversees inspections; oversees and participates in testifying in court hearings; oversees and implements the Interior Compliance Ordinance for multi-family dwellings inspection registration; and oversees and coordinates the Foreclosure Registry for single family dwellings and vacant properties. 

Plans and directs the County's Neighborhood Ambassador Program; establishes program goals and processes; identifies and prioritizes issues and strategies to utilize program funds; and directs, coordinates, and conducts training for ambassadors and County staff. 

Attends meetings, serves on committees, and makes presentations as needed; participates in and represents the department at review committees, policy committees, staff meetings, homeowner’s associations, workshops or other community events. 

Minimum Qualifications: Bachelor's degree in Construction Technology, Engineering, Architecture or a related field required; five years of experience in code compliance, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. 

Specific License or Certification Required:  Must possess and maintain a valid Georgia driver’s license and GACE certification or ICC Property Maintenance and Housing Inspector certification.
