General Description And Classification Standards:

Directs and coordinates activities in regard to the timely and proper execution of construction/service contracts and the purchase of equipment, materials, products, and services therein. Duties and responsibilities include, but are not limited to: preparing legislation, agreements, and specifications; coordinating procedures; advising consultants; preparing work plans; monitoring contracts; and preparing and maintaining reports.

Supervision Received:

Works under very general supervision. Depending on organization structure, may work independently with responsibility for an assigned function or program.

Essential Duties And Responsibilities:

These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.

  • Coordinates contract review and appraisal procedures with appropriate departments and consults personnel to make recommendations. 
  • Advises consultants and project managers regarding potential contractual problems and provides contractual interpretations as required. 
  • Researches, interprets, and explains contract components and resolves contract-related issues as they arise. 
  • Initiates and coordinates change orders to existing contracts and purchase orders. 
  • Reviews proposals and makes recommendations for funding. 
  • Makes recommendations to grants management as to which proposals are to be considered for funding. 
  • Develops contracts with related legislation and budgets; and prepares and processes contract modifications, as warranted. 
  • Uses independent judgment in routine and non-routine situations. 
  • Directs and administers construction and service contracts to include procurement activities, bid processes, specifications, and drawings and compliance considerations.
  • May perform other duties as assigned.

Minimum Qualifications:

Education and Experience - Bachelor's Degree in Business Administration, Public Administration, or a related field; and one (1) year of contract administration, procurement, or related experience is required. Or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Licensures and Certifications - Water Distribution System Operator's License, Wastewater System Collector's License, Certified in Land Disturbance and Erosion, and OSHA30 Construction Safety Certified..

Preferred Requirements - Three (3) years of contract administration, procurement, or related experience is preferred.

Work Environment:

Required physical, lifting, and sensory capabilities are requirements to perform the job successfully. Typical environmental conditions associated with job.

Lifting Requirements:

Sedentary work: Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

Light work:  Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.

Medium work:  Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Heavy work:  Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

Very heavy work:  Exerting in excess of 100 pounds of force occasionally and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.

Work Schedule:
This position follows the City’s hybrid work schedule policy as assigned by the Department of Human Resources Commissioner and requires in-person work at City worksites/facilities at least four (4) days per week, with the option to work remotely one (1) day per week, based on eligibility, departmental needs, and supervisor approval. The hybrid work schedule is subject to change at any time to five (5) days in-person work.
