The Position:
Under the overall supervision of International Program Coordinator and direct supervision of the Programme Coordinator Quetta, the Programme Management Analyst will ensure and support effective planning, implementation and monitoring of interventions under UNFPA assistance in the province of Balochistan. Programmatically, the incumbent will support the management and coordination of work plans and interventions in the province with focus on all programme areas under the 10th UNFPA Country Programme Document for Pakistan including sexual and reproductive health, gender and gender based violence, humanitarian action, population and data, and Adolescent and Youth. Through the management guidance of the Programme Coordinator and technical guidance of the Thematic Leads based in the Pakistan CO, the position is expected to facilitate the implementation of UNFPA supported programmes in the province including bridging the humanitarian and development approaches.

Job Purpose:
In a highly complex operating environment, the Programme Management Analyst will provide programmatic and coordination support to ensure effective implementation of UNFPA interventions in the Province. She/ He will facilitate the effective delivery of activities of UNFPA agreed workplans, the appropriate application of systems and procedures, and provide information on achievement of results.
You Would Be Responsible For:
- Participate in the formulation of the work plans of implementing partners and monitor their day-to-day implementation.
- Provide programmatic support in managing workplans, budget, monitoring progress and results, ensuring quality of implementation and reporting in close coordination with the programme thematic leads, based in Islamabad.
- Participate in field missions related to planning, monitoring, and evaluation of programme initiatives at the provincial level.
- Assist in identifying capacity building needs of the partners, identify sources of knowledge and support in developing strategy to meet the needs.
- Working closely with programme thematic leads in providing substantive contributions towards supporting baseline studies, evaluation studies, and other relevant research undertakings.
- Work closely with the focal points in government, implementing partners, development partners, civil society, and relevant sister UN agencies to ensure the delivery of quality results, with focus on vulnerable groups.
- Remain knowledgeable and up to date on technical and implementation issues and support to address these issues/challenges.
- Support knowledge sharing by documenting lessons learned, best practices, and innovative approaches for use within the CO and partners.
- Ensure that Implementing Partners adhere to the applicable policies and guidelines in managing UNFPA resources.
- Contribute to the efforts in strategically positioning UNFPA’s advocacy on critical SRH, AY, GBV, population and data issues in the field.
- Support coordination with stakeholders to contribute inputs to programmatic solutions and ensure effective implementation in the field
- Provide assistance in organizing meetings, consultations, workshops with key stakeholders and attend provincial coordination activities, and field visits as required.
- Work closely with counterparts in the province to coordinate timely data collection, and development of quality field reports.
- Ensure/ facilitate timely submission of quarterly/ad-hoc reports (both financial and programme), e-FACE forms in Quantum, and where necessary, timely arrangements for revision of work plans.
- Document lessons learned, success stories and best practices, strategies, and approaches of the programme interventions.
- Coach and supervise support staff, consultants, and partners where appropriate.
- Support the communication team in the Country Office to devise communication related content in the province, including but not limited to social media updates, website articles and press releases.
- Any other tasks assigned by the supervisor and Senior Management.
Qualifications And Experience:
Education:
Advanced university degree in the field of Social Science, Statistics, Demography, Economics, Public health and/or other related social science field.
Knowledge And Experience:
- Prior professional experience in at least one area of UNFPA’s programmatic mandate (population and demography, reproductive health, GBV, adolescent and youth, humanitarian action);
- Understanding of development contexts and government system in the province will be an advantage;
- Demonstrated professional experience in programme/ project planning design, follow up, monitoring and evaluation.
- Good analytical, communication, and writing skills including experience in drafting reports and technical guidelines;
- Excellent Computer skills: MS Word, Excel, Power Point, and database software;
- Knowledge and experience working with the UN system would be an advantage.
Languages:
Fluency in English and Urdu is required.
