The Manufacturing Test Solutions (MTS) team within Microsoft’s Windows + Devices Group is seeking a seasoned and strategic Senior Technical Program Manager to lead high-impact NPI programs and strategic initiatives across our Surface and Xbox product portfolios. As a Level 63 TPM, you will play a pivotal role in shaping and executing the test strategy for some of Microsoft’s most iconic hardware platforms.


This role goes beyond traditional program management. You will be responsible for orchestrating complex, cross-functional programs that span hardware test systems, enterprise-scale software platforms, and global manufacturing operations. You will lead with influence, drive alignment across engineering, operations, and supplier teams, and ensure that our test infrastructure evolves in lockstep with product innovation and business priorities.

You will also be a key contributor to the organization’s modernization journey—leveraging AI, digital management tools (e.g., Power BI), and predictive analytics to improve test coverage, reduce cycle time, and enable data-driven decision-making. Your ability to integrate technical depth with business acumen will be critical in driving measurable outcomes across the Surface and Xbox portfolios.

Responsibilities

  • Lead strategic program execution across hardware and software domains, ensuring alignment with product development timelines, factory readiness, and business goals.
  • Drive enterprise software development for manufacturing test infrastructure, including sprint planning, backlog management, and release coordination with internal and external engineering teams.
  • Own program schedules, budgets, and delivery milestones, balancing technical complexity with business impact and ensuring timely delivery of integrated test solutions.
  • Engage and align cross-functional stakeholders across engineering, operations, and supplier teams, translating technical requirements into actionable plans and clear communications.
  • Manage supplier and partner relationships, ensuring delivery of both hardware testers and software components that meet quality, compliance, and cost targets.
  • Utilize digital platforms (e.g., Power BI, Azure DevOps, GitHub Enterprise) to monitor KPIs, visualize test data, and support predictive analytics for yield and quality improvements.
  • Champion innovation and continuous improvement, identifying opportunities to modernize test infrastructure and software workflows in support of Microsoft’s transformation into a frontier firm.

Qualifications

Required Qualifications:

  • Bachelor's Degree AND 4+ years experience in engineering, product/technical program management, data analysis, or product development  
  • OR equivalent experience. 
  • 2+ years of experience managing cross-functional and/or cross-team projects. 
  • 4+ years of experience leading cross-functional hardware or software programs with direct accountability for schedule, budget, and delivery. 
  • 4+ years of experience collaborating with suppliers and external partners to provide comprehensive hardware-software integration solutions. 
  • 2+ years of experience driving organizational roadmap strategy for enterprise engineering development across internal and external teams. Including presenting to senior leadership and driving cross-functional alignment. 

Preferred Qualifications:

  •  6+ years of experience leading cross-functional hardware or software programs with direct accountability for schedule, budget, and delivery. 
  • Familiarity with manufacturing test systems and factory operations, including test coverage planning and yield analysis. 
  • Proficiency with digital management and analytics tools (e.g., Power BI, Azure DevOps, GitHub Enterprise). 
  • Demonstrated ability to balance technical depth with business acumen to drive cost, quality, and time-to-market decisions. 
  • Growth mindset and collaborative leadership style in fast-paced, ambiguous environments.

The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $158,400 - $258,000 per year.    Certain roles may be eligible for benefits and other compensation.
